The main page on English Wikipedia is protected, so it's not editable by
most users. Unless you're logged in as an admin, the edit tab will say
"View source" and brings you to a read-only view of the page source, and
there's indeed no rel="edit" link included so you won't see the edit icon.
If you *are* an admin, then the tab will say the usual "Edit this page"
and you should see the icon -- I can confirm that the <link>s are
included when I'm logged in:
http://en.wikipedia.org/wiki/Main_Page
<link rel="alternate" type="application/x-wiki" title="Edit this page"
href="http://en.wikipedia.org/w/index.php?title=Main_Page&action=edit"
/>
<link rel="edit" title="Edit this page"
href="http://en.wikipedia.org/w/index.php?title=Main_Page&action=edit"
/>
