You can do either - just post it to this Yahoo! group if you want some informal discussion (free, but the group is quite small), or have it posted it on the web site for all the world to see ($49 - for the reason for the fee, see the FAQ on the web site).  Publication with date and time of submission also provides evidence of your authorship should it be later copied by others.
 
Mathematicians have been unable to provide a proof of the Goldbach Conjecture for over two centuries.  It's one of those problems that would bring instant fame to anyone who provides a genuine proof, so I will keep my fingers crossed for you!
