Does anyone know of a consumer level camera that will capture still
images from video at higher than 640x480? Everything I find shoots
stills at all kinds of resolutions but when capturing it from it's own
video it's always 640x480

Big Al, 640x480 is the "standard" for NTSC TV in the US. You need a line doubler to capture at a higher line count. But, it won't matter, the Freeze Frame...
