Subject: Ice Storm Event Begins to Unfold for the Southern Plains to Affect Oklahoma (USA)

Good afternoon,

This is an important message that should be dispatched to those who may be affected by an approaching winter storm.

Information carefully researched has now been analyzed and I now can say with certainty that WEST BOUND travelers will be affected by a pending significant ice storm event that may take place between Saturday Night through Monday of this weekend.  Ice accumulations of up to one-quarter to one-half inch are possible with an additional two to four inches of snow following the ice storm event possible over Northern and Northeastern Oklahoma

There will be a more in depth statement regarding this event unfolding.  However I suggest that if you plan travel anywhere in Northeastern, Northern, Northwestern, Western, Southwestern and Central Oklahoma along and west of a line from near Silom Spring Arkansas to Muskogee to Shawnee to Paul’s Valley to Waurika to Wichita Falls Texas to Canadian Texas that you monitor any and all statements from the National Weather Service.

Ice accumulations are expected to be mainly on trees and power lines.  However, roads may begin to freeze over with an icy glaze by late Sunday night.  Tree structures are still extremely weak with the warm period we had during the early Fall.  As a result, trees may easily split, peal, or break with the remaining nuts, or leaves still on many of them and there are still fairly moist from the high rainfall totals of the Summer of this year.  Caution is advised.

Again, a significant ice storm event is now looking very likely for much of the State of Oklahoma.  Please monitor your forecasts for further statements.

Though I am a recognized forecaster within many meteorological circles and groups I am not affiliated with, nor do I hold a degree in the field of Meteorology.

Presently I am undergoing the college education required to obtain the degree of Meteorologist and should have completed my degree requirements by 2010 or sooner depending on hours, and other requirements necessary as instructed by Oklahoma University, and Murray State College where I am now enrolled.

If there is any disagreement, question, concern, misunderstanding, or other issue you have with forecasts, statements, or products issued, please contact me privately by e-mail.

Subject: TRAVELOR ALERT - Winter Weather Delays Anticipated
brcross2768
Send Email Send Email

This is a travel alert for the United States – for the following modes of transportation.

  • Greyhound Bus Terminal at Chicago Illinois.
  • Midwestern Air Travel to Chicago and surrounding.

Areas of freezing rain are presently affecting areas of Chicago, and much of Illinois.  Hourly amounts of up to 0.1 or one tenth of an inch per hour are being reported.  This may quickly accumulate on roadways and elevated telecommunications and power lines this afternoon.

Conditions will improve briefly before again beginning as the main upper-low moves through the Plains states on Sunday bringing a new round to the area.

Greyhound / Jefferson Bus Lines has reported significant delays for inbound and outbound Chicago traffic for destinations north to Milwaukee and St. Paul, and south for localized outbound causing delays at all other major bus terminals.

American Airlines, and Southwest Airlines are advising passengers if they plan on travel to Tulsa, Oklahoma City, Amarillo, or Dallas Fort Worth to plan accordingly and prepare for delays Sunday through Tuesday of this week.  Delays are likely from precipitation today over Dallas fort Worth by this afternoon and later in all major airports across the Southern Plains states.

Some passenger rail service may be affected from the precipitation but rail service officials say few if any problems are anticipated.  They are advising though that you leave at least 30 minutes early to get to the station of departure – so that you arrive at least 1 hour before you are to depart.  Chicago has reported heavy patronage with some lobbies crowded with passengers and people coming in off the streets seeking shelter.

Again, travel conditions to the Midwestern United States are beginning to see affects from a freezing rain event now taking place in Illinois southwestward to Central Missouri.  Please plan accordingly for delay and perhaps cancellation of some travel routes.

You all have a great and safe night.

The warnings page updates any time there is a new watch, or warning.  Thus far it’s been checking every 60 seconds.

If anything develops look for the changes to appear.  I’ll be adding the auto-update features for refreshing of the web page tonight around 9 PM.  Then, all you have to do is click on the above link.  It will automatically refresh every 7 minutes on it’s own.

LIGHT...RANGING FROM A TRACE ACROSS NORTHWEST OKLAHOMA...TO POSSIBLY
ONE TENCH OF AN INCH NEAR INTERSTATE 44. THERE MAY ALSO BE A NARROW
AXIS OF SLIGHTLY HIGHER ICE ACCUMULATION IN A BAND FROM NEAR
CHANDLER TO OKLAHOMA CITY AND CHICKASHA IN WHICH THE
ACCRETION MAY REACH ONE QUARTER INCH. LIGHT FREEZING
RAIN MAY CONTINUE NEAR AND JUST SOUTH OF INTERSTATE 44 EARLY SUNDAY
BEFORE ENDING AS THE FIRST STORM EXITS AT MID-DAY.

FREEZING RAIN IS EXPECTED TO REDEVELOP ACROSS MUCH OF THE RED RIVER

Good evening,

This is an important announcement for those without power across the State of Oklahoma from Rural Electric Cooperative, Oklahoma Gas and Electric (OG&E), Tulsa Power and Light, and all major power companies affected by the significant ice storm that has impacted three-quarters of the state of Oklahoma.  This message is also for those with power.

The ice storm has caused anywhere from 500,000 to 700,000 people to loose power across the entire state.  As you can imagine this is an exception event with exception consequences for a good deal of the state.

Oklahoma City, Tulsa, and several other communities are reporting 55% to 70% losses of power from downed tree branches, power lines, and telecommunications lines covered with ice that have snapped.  Some communities are completely without power.  Some have partial restored power, and some have been nearly restored.

Utility crews from Texas, Arkansas, Kansas, Missouri, Mississippi, Alabama, Louisiana, and Colorado are coming to assist the utilities already in place.  Many of the linemen have been in the freezing rain and extreme conditions attempting to restore power sense 4 PM Saturday afternoon when the second ice storm wave moved into the area and placed themselves at risk.  There are literally thousands of utility workers on this project attempting to help as much as possible.

The latest estimates on full restoration of power is that it may take as long as 10 days to restore everyone.  Some will see power restored in a matter of hours.  Others may take longer.

The magnitude is an ALL TIME RECORDBREAKING loss of power that has affected at least 60% of the power customers in the State of Oklahoma.  For this reason public power utilities are asking for patience and understanding to the magnitude of the event.

As someone who studies these disasters and have personally helped in New Orleans during Katrina, I sincerely ask that if you know of communities who need telecommunications or communications help and you hold or know of someone who holds a HAM license, please contact any local assistance facility such as the Red Cross and ask of they need help with communications.  Numerous communities have opened up Red Cross and Community shelters for those without power to get a hot meal, and seek warmth during this time of freezing temperatures and serious icing conditions.

Several of these communities have as much as two inches of ice on the ground.  This is much more dangerous than snow because it is in it’s nearly liquid equal meaning it is similar in weight to 25 inches of wet heavy snow.  The difference here is that the entire weight of the ice is on the trees and power lines.  Therefore, with weakened line or tree structure, more snapping of power lines is possible.  Therefore, if you see a power line down, report it immediately to your power company.

In addition to this criminals will take advantage of the power and telecommunications outages.  Please report any suspicious activity to the local law enforcement as soon as possible.

If you are without power and use candles please be careful and keep candles in safe places, and watch to insure they are not close to the bottom of holders.  Keep young children in sight at all times (or without a respective tracking distance for those of us who can’t see).  If using a gas stove, vent the home well through leaving one window open at least a quarter inch.  Check on the elderly, and those who have the need for medical assistance – especially now as some telecommunications are down and this may mean they can’t call for help if they don’t have an outside line.  Move those without telephone or power to safe places to shelters or other safe heavens.

If you would like, those outside of the state with certain expertise may want to lend a hand.  Contact the American Red Cross and offer assistance today.  They’ll direct you to the right places.  Cash donations to the American Red Cross can be made directly at any office.  Blood donations are taken at many posts and will be through this event to cover shortages left from ice caused accidents and travel and distribution issues.

I would sincerely appreciate your efforts in this matter.

Thank you.

Brian R Cross.

Forecast Code:      70832946538-WXEM-WXOK

Issued on Wednesday, December 12, 2007, at 6:27:54 AM Central Standard Time.

Good morning to everyone,

At 5:41 AM this morning light rain was falling mixed with light sleet, freezing rain, and snow across much of Southwestern, Western and Northwestern Oklahoma.  The freezing line had moved south to near Wichita Falls Texas to just west of Ardmore to near Norman to Stroud to Tulsa to Grove to near Springfield Missouri.  North of that line a mixture of various types of precipitation was reported.

Meanwhile, OG&E is reporting progress in alternate channels for much of its territories in the Oklahoma City area.  At one point 290,000 people were without power in the OG&E territories mainly in Oklahoma City where about 250,000 were without power.  This number is dropping with one report indicating vast improvement from 250,000 without power to 100,000 without power.  If this is correct progress should be good through the next 24 to 48 hours before we begin to see our next storm system move into the area over the weekend bringing another round of winter precipitation in the form of significant snows.

Hard hit areas however such as some of those in Oklahoma City, Tulsa, etc, may not see power restored to everyone before the next system hits.  Therefore, precautions and a request for an assertive effort for truly charitable assistance to others is requested.  The American Red Cross would like to ask for cash donations to continue its operations in these areas in providing temporary shelter for those left without power who need the assistance most.  Some of these people cannot be exposed to cold and may have come to shelters because they were an all-electric household having no gas heat and remain without power.  With this magnitude of outages and the potential for a 10-day period of outages to continue combined with the incoming significant snow expected and possibly much colder temperatures it is urgent that these people are cared for.  The American Red Cross must provide payment for a few of its services although most are given freely with a few exceptions.

To donate to the Red Cross visit any official Red Cross location or go to www.redcross.org for details on their latest operations.

Important to mention is that Oklahoma is NOT alone in this massive ice storm.  The Midwest, and parts of the Northeast have experienced a separate and significant ice storm that crippled cities like Milwaukee, Chicago, and St. Louis over the last week.

This system is being replaced by another that will form over the Western and Southwestern United States and move through this area and merge with a second system forming over Louisiana and Mississippi.  That spells serious trouble for the Northeastern United States.  A “Noreaster” is expected to form and move through much of the Eastern United States and could form the first significant blizzard of the season for that part of the country affecting cities such as Washington D.C., New York city, etc.

A “Noreaster” gets its name in the direction of the winds that come from these systems.  Winds on the left of formed low pressure systems pulling in warm waters from the oceans off of the Gulf stream, combined with cold air from Canada often generate significant amounts of snow sometimes in feet rather than inches combined with heavy freezing rain and sleet.  Winds reach 45 to 70 MPH from the northeast primarily in these situations along the Eastern Seaboard immediately to the left of these systems where the snows and frozen precipitation form.

The impact is expected to be significant and those traveling or living in the Eastern United States should monitor their forecasts and listen for statements concerning this developing dangerous winter weather situation.

Meanwhile, those living in the Central and Southern Plains States in the States of Kansas, Oklahoma, and Missouri should monitor their forecasts as this system begins to generate heavy snows of between 8 to 10 inches possible in some areas over the weekend.  A significant freeze is to follow this system and will create low temperatures in the teens and some areas may not reach freezing for high temperatures over the weekend.

This may greatly impact recovery procedures and it’s recommended that any and all preparations for humans and animals alike be made.  Yes, we shouldn’t forget our pets for they to suffer in the winter precipitation that has fallen across the area.  If you have left pets at home going to shelter, check on them and insure they have food and water and places to go if needed for warmth.  Pets often have methods of keeping warm we don’t.  However we still have to provide them food and water and shelter to go to.

This morning I’ll be tending to an important billing matter.  However, I’ll return later and post new information on this developing situation.  Everyone is to stay safe and warm.

Below is a written statement provided by one of many power services here in Oklahoma, OG&E.  This concerns the Oklahoma City and OG&E’s territory but is just as important everywhere else.

For more information on the Oklahoma City outages, OG&E has provided a page for looking at the outages and locations.  Go t www.oge.com and click on “systemWatch”.  There you’ll find the information.  They will most likely update this page through the day and through the weekend.

Outage Total Surges Past 290,000

OG&E's worst-ever storm; patience sought

OKLAHOMA CITY, DEC. 11 - The ice storm of Dec. 8-10 is the worst disaster in the OG&E''s 105-year history in terms of the number of customers affected -- more than 290,000.

OG&E wants to make sure everyone understands the importance of staying away from downed power lines. Assume that they are still live and stay away from them.

Please report downed lines and power outages at (800)522-6870. All customers who experience an outage are urged to call.

Given that many of our friends, family and neighbors are without power, we would ask that this iinformation be passed along by those with power to those who without it. OG&E especially encourages customers to check on those who are elderly or disabled and ensure that they are OK and have access to shelter if they are without power.

The total restoration time is estimated at 10 days or more. Some customers may see their power restored in a matter of hours; some will take longer.

OG&E realizes the significance of this number, but wants to assure customers that the company has a process in place to restore service just as quickly as possible.

OG&E is nationally recognized for its storm response and is bringing that expertise to bear on this storm.

Some details: Tuesday, OG&E will have well over 1,000 people in the field working on storm response. Crews will be coming from utilities in Texas and Louisiana and as far away as Mississippi and Indiana.

At this point, OG&E is asking for patience. These are extreme conditions for linemen and they are in the field working as hard as they can and as long as they can without jeopardizing their safety.

Customers can help by letting OG&E know they are without power. If you havent called in, please do. It wont be uncommon to lose power more than once. So, its important that you call each time. Given the number of calls were receiving customers most likely will reach an automated system. Rest assured that system works well and captures the information OG&E needs to assess and locate the damage in order to repair it as safely and quickly as possible.

OG&E also has established customer information walk-up centers that will be open from 8 a.m. to 5:30 p.m. for the next several days. They include:.

BUS AND RAIL TRAVEL INFORMATION

Amtrak reports that its rail services have been affected slightly from delays out of Chicago and Missouri from downed trees blocking the tracks.  They are being removed but has slowed travel.  Some trains may be late and therefore, some of the connecting rail services such as Heartland Flyer from Fort Worth to Oklahoma City may be affected.  Passenger travel is rated as light to moderate on the Heartland Flyer, however elsewhere, it’s rated as extremely heavy.  Many are choosing rail over bus or air to save time in escaping the ice storm and potential Noreaster in the Eastern United States

Greyhound is reporting significant travel delays and driver shortages for all routes in Oklahoma.  The exact times and delays are anywhere from 2 hours to 6 hours delay.  If you are traveling by bus it’s urged that you contact your departure station and check to see that your bus is running on time – or in this case in some instances, if at all.  Tulsa Station reports that there are no routes running this morning and Oklahoma city hasn’t had power for a while now.  Therefore, it’s important that you check your departure and arrival times carefully and plan for a long trip.

AIR TRAVEL INFORMATION

All major airports are reporting significant cancellation and delay issues nation wide as a result of the double whammy seen from the two ice storms affecting the Plains and the Midwestern United States.  Significant delays are anticipated through the weekend with the approach of another system to affect the Plains and eventually the Eastern Sea Board in the Norester watch zones.  All travelers are urged to regularly check your flight schedule 24 hours in advance and at least 12, 6, and 3 hours in advance to check for cancellations and delays.  Plan for potential delays if you have a layover anywhere in the Plains, or Midwestern US such as Chicago, and Oklahoma City

Good morning,

This morning a grand hats off and thank you to the men and women of OG&E and several other power companies both locally in state and out os state in the restoration process of the Ice Storm of December 7 through 10th of 2007.  To date at last check as of 7:00 this morning the number of people has dropped from 559,000 statewide without power to 254,000 statewide.  That means over the last two days sense a State of Emergency was declared and utility companies went into Emergency Services mode, the state has seen tremendous work and a restoration rate that may break records in the coming days ahead.

Today many utility linemen may see a great opportunity to take advantage of the partly cloudy conditions and slightly warmer temperatures to continue the hard work they’ve already put out in the past few days in the cold rain and in some cases continued icy conditions.

The conditions now are short lived however as the next upper-level storm system moves into place and begins its march across the United States eventually merging with another system that may form off the Louisiana Gulf Coast within the next day or so.  Winter Storm Watches have been posted for all areas basically along and north of I-44 for Friday Night and Saturday Morning.  Some areas may see up to 6 inches of snow from this system.

This system does look a bit more kind than the ice-maker of December 7 through 10.  This may be a significant snow maker, but snow is much easier to deal with than ice.  As a result, though some problems can be expected from additional power lines and tree branches down from the wet heavier snows, the amount of damage done in these cases is usually less than that of the formation of ice such as the last system produced.

Here are some anticipated snowfall totals as of 7:00 AM CST for the area for select locations in the Winter Storm Watch area.  Bare in mind that some differences are possible depending on exactly where the center of the low-pressure area tracks.

Good morning and welcome to the weather group.

My name is Brian, I live in Ardmore Oklahoma at the moment (south central Oklahoma), but officially I have 2 homes.  One in Miami Oklahoma (far Northeastern Oklahoma), and here in Ardmore.  I’ll be returning to Miami next year.

Here in Ardmore we see about 4 59 8 inches of snow every year.  This year none yet.  We escaped the ice storm in Ardmore sense it’s in far Southern Oklahoma.  But, many of my friends and relatives that live in Oklahoma City didn’t.  Power outages are still many – see www.oge.com and click on “SystemWatch”.  As of Friday, December 14, 2007, 7:37:38 AM CST, there were approximately 141,731 homes and businesses without power in Oklahoma City proper, 154,823 for all of OG&E’s territories, and a total of 375,651 without power state wide.  In some locations up to an inch of ice was seen doing significant damage to trees, power lines, and such.  Travel became slick and hazardous across much of Oklahoma City and Tulsa hard hit.

With another snowstorm approaching the Northwestern part of the state this could become interesting for that area.  However, I’m thinking that for Tulsa and Oklahoma City this will be a much more minor event with about 2 inches of snow for each.  Further north and northwest however, up to 8 inches is possible.  The only major cities without power this may affect are Miami, Bartlesville, and Joplin Missouri, and finally the hardest hit community of St. Joseph Missouri.  St. Joseph still is 60% without power with slow going everywhere in that area due to 2 inches of ice that has thawed little sense this began.

Ardmore will see a cold rain with perhaps a thunderstorm or two out of this one as the last one.

We do have a spammer on here but because I’m not a moderator there isn’t anything I can do about it YET.  Yet is a key word though.  So far haven’t heard anything from that person in the last few weeks – it’s someone selling illegal degree certification for which at least every state in the Union has filed some form of criminal investigation against.  If you see something like that or it annoys you, contact me and I’ll see what I can do.

Again, welcome to the group.

Brian R Cross.

Hi Group,

Looks like we have a system that should start kicking up by today and
making it's way east through the Midwest tomorrow and into the
Northeast by Sunday. I live here in West Virginia and they say we will
get rain tomorrow ( due to warmer temperatures ) and then freeze that
night and turn to snow for Sunday, but I have a feeling it will rain
on Sunday because temperatures are expected to be 34-39, but I could
be wrong.. IF we do get the snow we are only talking about 1 " to 3 "
so not much, but orginially we were suppose to recieve 3 " to 8 " of
snow, but due to that southern air it will turn to rain..

Stay Tuned!

Presently, the Oklahoma Utilities are still in a state of emergency.  Ice storm victims who have not had power restored yet since Friday December 7, 2007 have been asked to go to walk-up stations in Oklahoma City and Tulsa for reporting power outages if they have no other means of doing so or have found a downed power line.

Two of the major power companies, OG&E's SystemWatch and PSO Tulsa have developed restoration plans in order to bring back online its customers across the area.

At a high peak it's thought that an estimated 650,000 people were without power December 9th and 10th, 2007.  This number has dropped significantly, however major restoration and emergency operations are still in affect.  There are presently still 300,000 without power as of 7 AM Friday December 14 2007.

With another Winter system movig into the ara, restoration of power to rural areas and those still without power in Northern and far Northeastern Oklahoma is expected to be slow going at best in the periods of heavy snow.  However, even then restoration is expected to continue.

If you know of or have found a method of accessing this page while you still have no power, please follow the reporting of power outages found on the two home pages for Tulsa and Oklahoma City locations.  If you see power lines down, please do not hesitate to report the outage to your local utility company immediately using the information provided on your utility bill, or if you are in OG&E's or PSO's areas of service, report them using the links above.

Right now, she’s in the ice coated, blacked out, twisted, flooded, and otherwise totally confused State of Oklahoma LOL

They’ll get this mess straight soon I hope LOL.  They are doing their best believe me.  The linemen of PSO, OG&E, and just about every rural and urban community power service company that’s here is out there in the cold, snowy wet stuff getting the homes powered-up!

And God bless them too.

For those of you with mobile web access things are looking up now for the area weather wise.

When forecasts are written the “voice of doom” isn’t meant to be such.  The unfortunate thing about writing them is that you have to give a positive outlook while understandably placing the worst case situation there for the general public to know.

Looks like the system has slowed down some giving a new feature to the entire system.  Daytime heating.

This means that the snowfall accumulation totals will be lighter even though the same amount of snow will fall.  Daytime heating will push the temperatures up some making for melting of the fallen snow a more likely event even with the snow that does fall.

Snow will accumulate on grassy surfaces, bridges and overpasses and some secondary less traveled roads.  So caution is still necessary.  But, well traveled roads and roads that have a good layer of sand / salt mixture on them will do fairly well.

The main problem will be after Sunset tonight when the skies clear and the snowfall that is there radiates heat out into space.  This will cause super-cooling of the atmosphere and low temperatures over much of the area will drop into the mid teens to low 20’s statewide.  This will cause significant re-freezing of the roads and surfaces making icy travel an issue creating some traffic problems overnight.  Drivers need to be extremely careful in that condition to avoid patches of black ice in large sections of the highway, and many roads will become slick Sunday morning through around Noon before things improve dramatically.

Temperatures at night for Sunday Morning, Monday Morning through Wednesday Morning this week will drop below freezing.  Afternoon high temperatures will rise into the low 50’s south to mid 40’s north through Wednesday with light winds and sunny skies through the period giving electric crews much needed help in getting power back on for the entre area through the period.  Ice storm recovery should go well through the period before we see a smaller system move through the area late Friday giving us a slight chance of rain but not much cooler temperatures.

Early predictions for a second system set to move into the area Christmas Day are that it has some cold air with it.  That COULD, I say COULD mean a WHITE Christmas for some of us here in Oklahoma

Have a great day and I’ll be watching to make sure this system doesn’t change its mind again.  So far I’ve been pretty close.

Brian R Cross.

The following locations have reported as of Noon significant improvement in power restoration efforts.

  • Oklahoma city, Oklahoma now has just 82,000 without power.  This is a vast improvement from 136,000 this time yesterday.
  • Tulsa reports just 70,000 homes and businesses without power.  Yesterday at this time it was 182,000.  This breaks an old record set in 2000.
  • Miami reports just 222 homes and businesses out of 7,000 that lost power during the ice storm still without power.  Most are in an area where a group of trees destroyed feeder lines carrying high voltage to that block in a group of trees.  They will have this restored by Wednesday as they have chosen to completely re-engineer the area.
  • Rural Ottawa County and REC, EMPIRE, and Wyandotte power report only 55 homes without power.  They began with 11,000 customers without power.  Engineers worked until they could first create “lighted zones” on a rolling basis for 2 hours at a time – then just today restored all but the 55 remaining homes.  Same situation – re-engineering is necessary.
  • Rural communities belonging to the Touchstone Energy Group are reporting significant improvement in restoration.

At its peak 747,253 Oklahomans were without power.  At present that number is now 274,850 without power.

After the cold temperatures of tonight things will warm and give our brave men and women of the many utility companies handling the power outages a much needed and welcome break.  Many power outages will be restored before Wednesday of this week.  It’s thought that as of now the entire area will be fully restored by Thursday of this week setting a new record that I hope never has to be broken again.

I sincerely hope that everyone takes the time to write a letter of commendation to these people.  They most certainly deserve it.

Sincerely,

Brian R Cross
