This is just a general suggestion from my experience, if you have borderless
printing options you may want to try that. At the very least it should
eliminate any default margins the printer driver is including and free up the
photoshop centering mechanism to properly center. Assuming of course the
problem doesn't lie with photoshop.
Also like Edwin I use a small 0.02 line around the image, even if you just put
one at the front of the print it will let you know if you're centered right away
possibly saving you some paper and some $.

Qimage has a "Center on Physical Page" function and, if that is unsatisfactory,
allows you to adjust margins to by increments of .01 inches. I routinely center
prints with .25" margins, where any significant offset is easily visible. I
test to assure centering for each paper size/orientation by printing a simple
rectangular outline the size of my image on plain paper, reducing ink and paper
cost. When you have a successful layout for paper size/orientation, you can
save it to be recalled later. All of this assumes that the z3100 feed mechanism
is accurate in paper alignment.
