It seems you can at least try the www.swiki.net site for a free ride.
And I have a better experience of cgi-bin with ISPs. Several hosting
companies would allow wiki scripts (you can put whatever you want in it,
as they use tainted Perl), but RCS would not be available. I didn't try
it, though. Maybe it's not possible to write files as default, but as
the wiki files do not need to be executable, it should be possible to
arrange.
