There are many ISPs happy to host CGIs. FutureQuest is one i have
seen CliffordAdams mention, SunirShah enthuses about his (i forget
the name, there's a link from sunir.org), and i have been very happy
with transbay.net, where i am currently running several UseModWikis
and a PikiePikie (which among other things has an image upload
feature).
