not recognize a good test. Quite likely, those who have good taste for
tests can't articulate why they're good.

There are equivalent, though lesser, problems in programming. In the
Java and C# worlds, there are some *great* tools for writing good
code. Much crummy code has been written by people equipped with those
tools. They lack the learned taste to cringe at particular examples of
code, plus the experience to know what to do about them.
