Hi all,
I think one of the major issues with actor-network theory and ANT is that
it has been appropriated by various fields of study and on the way it has
taken many different hats. So, after years of use by different disciplines,
actor-network theory and methodology has turned into various flavors of
ANT, each emphasizing on the aspects appropriate for their study. This is
well explained in the chapter "On recalling ANT" by Latour in "Actor
Network Theory and after" (By Law and Hasard).
What this tells us is that actor-network theory and methodology has become a
subject of its own propositions and theorizing, especially the notion of
translation that has translated actor-network into ANT.
I have more on this issues in my blog at

ogy.html
And yes, the major issue is that there are no ready to use procedures on
how to operationalize the various concepts and constructs proposed by ANT.
