ZIko is certainly involved in this process and so am I. There are many things that contribute to a working Wikipedia. I am known to favour localisation, Ziko is known for a fixed list of subjects for every Wikipedia.

With the LocalisationUpdate extension live, all localisations done at http://translatewiki.net will now usually  be available within 24 hours. With a worst case of 3 days. The next thing I am favouring is statistics about articles that were looked for on a Wikipedia that were not found. When these statistics are known, editors can write what is known to be wanted.

The question asked by Sarah Sable is to get your involvement. It will not work when you are not involved. What is needed is your ideas of what will work and this can be brought into the strategy process at the Wikimedia Foundation.

Have you contacted Ziko van Dijk? He has researched small wikipedias in his Handbook of Multilingual Wikipedias (for Swahili and Akan, see http://de.wikipedia.org/wiki/Benutzer:Ziko/Handbuch-Andere#Bantu-Sprachen - okay, so it seems to be available in German only) and may have some input.
