The mainstream agile community claims that investing in higher quality leads to
lower costs, contradicting the theories of traditional development. For the
most part this claim does in fact hold true in practice (traditionalists really
need to invest the time to understand this) but in a few situations it does
appear that investment in very high quality requires a greater investment of
resources (including both money and time). In a recent blog posting at

explain how this is true in at scale. The APMM provides a contextual framework
for understanding how to apply agile processes and practices effectively given
