Because if I remember the original documentation for Picasso96 on a real
Amiga
has to include "blanking edges" so the excess memory is off-screen
renderable
or usually blank to allow the timings to be handled properly by the
chipset.
The VGA chips also require the extra scan-time since the times listed
are not
the actual display pixel size (there is still time between each line
being drawn)
Its details details details, stuff the VGA subsystem does instead of
the CPU
so that the OS only has to care about the contents of the bitmap
actually drawn
