Army Builder 2.2
You can download Army Builder 2.2 here. You can also download it from the Files section. Note that you need to buy the program to fully make use of it - the demo limits your army lists to 500 points.

Datafiles
All Warhammer armies are included in the datafiles. These can be found in the Files section. Simply download the file to your pc (AB has a “downloads” directory for this too) and then import them via the startup screen in Army Builder.

What if new updates don't seem to be updating my program?!?
There is a bug in AB2.2 that I've come across a couple times. It manifests itself in a blocking of new army files. So if you don't seem to have the fixes or new army listings, even after importing the new datafile try this:

1: Delete your copy of the downloaded datafile, named something like: "WFBv7v099"

2: Go into your "C:\armybuilder\data" folder (assuming a default install) and delete all of the ".wf7" files. These are the individual army and generic files that contain all of the WHFB version 7 data.

3: Re-download the current datafile (again, named like: WFBv7v099) and import it.

4: Cross your fingers and go!
