Frankly, yes it is. What if they hurry to fake the footage, then when the real
landing happens the reality looks wildly different from the fake? Faking some of
it but not all of it is actually HARDER than either faking it all or genuinely
doing it all, because you have to make the two match up. It is especially hard
if you fake the *first* one, with no real footage to use as a basis for your
forgery.
As we have said already, by the time of Apollo 11 the US knew Russia was well
behind on their manned lunar landing program. Their launch vehicle wasn't
working, so they were falling at the first hurdle. There's no reason to rush to
beat a flagging opponent, especially if you can do it for real in a couple of
months anyway.
