Why not use a tool that looks like the CVS system?

(note that CVS is not really intended to save graphics- so you would
have to cobble up a solution for that , perhaps by using rsync.

Their are web sites that will send you an e-mail if a site changes, but
if you are checking on many sites you may find it simpler to run your
own spider...

You could just ask to get the "head" information, and compare that to
the last update info you have..
