I'll answer the easiest question:

"Another thing is how do you know when a site has been updated? Are there tools
that can notify you when that happens (and ideally integrate with webstripper so
that the update is done automatically?"

I'm using "Mindit" http://mindit.netmind.com to help me track some websites.
It's a little clumsy, but for a tiny operation such as my Library's pilot
project (just me and my PC) it is proving of help. Unfortunately I haven't seen
any integration with Webstripper to provide automatic updates. Mind you I
wouldn't want them to be totally automatic or we'd overight the earlier
"editions".

I also have a couple of news search on News Index, Northern Lighta, Altavista
and Excite, which I've pulled onto my Links bar in Internet Expolorer. I'm
mostly getting North American materials, but don't doubt that that does tend to
reflect the publishing reality.

I confess my ignorance about EAD standards - but will do a web search as soon I
finish and try to right that!
