No. That would happen if Earth would not wobble - but then we would
have no seasons either.
The correspondence of each rising sign with two hours is a very rough
approximation. It actually only happens twice per year, in the
equinoxes, when the ecliptic and the celestial equator are coincident.
In other periods it can be as short as half an hour maybe or as long
as three or more hours (for near 45º N). And it also varies depending
on the latitude: the closer to the poles the greater the variation
(and more inclined that the MC-IC line can be), the closer to the
equator the less extreme it will be.
I can't recall for sure but I think that above the artic circle there
are serious problems to draw normal charts because, depending on the
house system, some houses can be completely non-existent and stuff
like that (over there "days" or "nights" can last for weeks or months).
Nevertheless, I must say I also don't understand the rationale
provided but it's for a different reason: I would expect people to be
born equally by day or night, winter or summer, at least
statistically. I guess it's a distortion introduced by hospitalization
of maternity (induced births to fit with doctors' working hours). But
hopefully Moshe can provide a more clear explanation.
