Duration: 11+ months (expecting go beyond 11 months )

Job Description:

Under direction, responsible for all application systems analysis, planning,
and programming activities including business requirements and feasibility
studies, time and cost estimates, the development and implementation of new
or revised Application systems and programs. Work also entails assisting in
projecting software and hardware requirements, assigning personnel to
various projects and directing their activities; reviewing and evaluating
their work and preparation of performance reports; conferring with and
advising subordinates on administrative policies and procedures, technical
problems, priorities and methods. Work involves consulting with personnel in
other client's departments, as well as, in user organizations and other
State agencies, to coordinate activities. Preparation of activity and
periodic progress reports regarding the activities of the Application
Development division is a requirement. Reports to the Deputy Superintendent
of Information Technology in discharging these responsibilities.

Position Responsibilities Include the following.

• Plans, assigns, supervises, and reviews the work of project leaders,
application systems analysts and programmers in the design, development,
implementation, modification, and maintenance of computer application
systems.
• Coordinates systems and programming requirements with the other divisions
of the department.
• Evaluates application system efficiency and performance and makes
recommendations to provide the best cost performance.
• Participates with upper management in policy-making decisions.
• Conducts formal and informal training programs for application systems
analysts and programming personnel.
• Identifies and evaluates the impact of proposed or requested major changes
to existing application systems.
• Reviews, evaluates, and schedules user agency's requests for systems and
programming services.
• Develops, implements, and enforces application systems analysis and
programming standards and procedures.
• Interviews and evaluates the technical qualifications of consultants and
prospective Application Development personnel.

Required Skills:

Must have detailed working knowledge of software design techniques,
including object-oriented analysis and design techniques.
Must have working knowledge and experience in the full Life Cycle
Development and documentation of a Project, to include requirements
gathering and user interface design.
Must have 2+ years working knowledge and experience using the following
software:
Microsoft Word, Microsoft Excel, Microsoft PowerPoint and Microsoft Project.

Must have 4+ years working knowledge and experience using:
Oracle9i, SQL, VB, ASP, HTML, Java Scripting, TrueDB Grid 6.0,
ActiveReports, Access Reports, WinNT, Win2000, MTS, COM and COM+.
Must have 6 years minimum experience with information systems design,
development, and maintenance projects.
To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are
representative of the knowledge, skill, and/or ability required.
• Comprehensive knowledge of the principles, practices, and techniques used
in information technology design and development including, but not limited
to, .NET framework, J2EE, PLSQL, Oracle 9x, JAVA, MS_SQL, Rational Unified
Process.
• Comprehensive knowledge of SDLC concepts, both Waterfall and Iterative.
• Comprehensive knowledge of the concepts, characteristics, and capabilities
of large-scale information technology applications.
• Considerable knowledge of current developments and techniques in
requirements and work-flow studies, application system analysis and
programming.
• Considerable knowledge of all major application systems used in the
client's place.
• Considerable knowledge of the principles and practices of administration
and effective supervision of a highly skilled staff.
• Past referenceable experience in managing P&L creation, expenditures and
budget preparation
• Ability to comprehend, analyze, and research problems of a complex nature
and make judgment decisions as to their best solution.
• Ability to organize and plan work effectively.
• Ability to respond quickly to emergency situations that involve
considerable stress.
• Ability to manage resources in which human error could result in
monumental problems in terms of loss of resources involving time and/or
money because of the vast speed of the computer.
• Ability to manage several projects at one time.
• Ability to read, analyze, and interpret documents and technical
procedures.
• Ability to express complex technical concepts effectively, both verbally
and in writing.
• Ability to write reports, routine business correspondence and prepare
presentations including the ability to prepare business charts and graphs.
• Ability to effectively present information and respond to questions from
managers, clients and customers.
• Ability to interpret a variety of instructions furnished in written, oral,
diagram, or schedule form.
• Ability to solve practical problems and deal with a variety of concrete
variables in situations where limited standardization exists.
• While performing the duties of this job, the employee is required to use a
computer. Considerable knowledge of PC operations and software (Word
processing and spreadsheet) are required. Good typing skills are also
required.

Education and/or Other Requirements
• Completion of a Bachelor’s degree from a college or university of
recognized standing with course work in Management Information Systems,
Business Administration, or related fields.
• Ten (10) years of demonstrable Application Systems Analysis and
programming experience, six of which were at the level of an Application
Development Manager, Project Manager, Project Leader, Senior Systems Analyst
or equivalent positions.
