I don't know the answer to your question, but you may want to try a
free software program that is a raster to vector conversion.

It is called wintopo, go to google and type in wintopo and it will
take you to the web site.

I'm a Urban Planning student and usualy we have to vectorize raster images by hand. Usualy the process is line/pan/line/pan, etc... I would be usefull that...
