You can try to search for outsourcing directories in Google or Yahoo.

However, I recently found the following site, which specializes
entirely in CAD outsourcing – www.cadground.com

You may try it if you like. These guys do not charge anything for
posting your project and it seems that the process of posting and
then receiving bids for your projects is really straightforward.
