Yes, if you have aspell on your system but not ispell, you should be
able to replace /usr/bin/ispell with /usr/bin/aspell in the RooSpell
configuration. I believe they are compatible.
Regarding "Show Resources", Movable Type only displays that link for
plugins that add Movable Type template tags and Movable Type text
filters to the system. While RooSpell does provide a Builderoo
filter, it does not provide a general-use Movable Type filter, because
it wouldn't be very useful if RooSpell was the only filter you could
use for an entry. (Builderoo is required to combine it with other
filters.)
Regarding base filters, go to your Weblog's Settings, select the
Plugins tab, then scroll down to Builderoo. Select "Show Settings".
From here, you can adjust the base filters for your entries. Click
the "Add" button next to RooSpell to add it to the end of the list of
base filters, then "Save Changes". This enables on-preview spell
checking for all (Builderoo-powered) entries.
