Just like in NL, all kinds of powerful types let 'thought baloons' loose,
which are ridiculed at first only to become accepted & mainstream later,
what China now suggests could well become our future.

The end of the 'free' Internet is near. From a market point of view (read
the WSJ about 'net neutrality') it was a total aberation anyway ...

Note to the Palace: Don't forget to throw those pesky IETF types against
the wall...

laptops and cellphones in Cuba. The intent was to enable activists to
connect with each other and spread information of what's happening

the average worker's wage is $15 a month. The Cuban government granted

group cited a report outlining the Cuban Criminal Code offense of

quotes an actvist with Human Rights Watch who said that "any solution
to the contractor's case would probably be political" and that "the
Cuban government often provokes a negative reaction in the United
States just as [the two] countries begin to move toward more
dialogue."

UNITED NATIONS, Dec 18 (IPS) - As the United Nations commemorated its
sixth annual 'U.N. Day for South-South Cooperation' Friday,
Secretary-General Ban Ki-moon singled out the growing new ties among
developing countries that go far beyond trade and investments:
education, science, agriculture, medicine, health services and
information technologies.

"Over the past 30 years, there has been an upsurge in South-South
cooperation," he said.

"The impact of development actors from the South continues to grow in
spite of the global financial downturn, lending increased significance
to the contributions of South-South cooperation to development," Ban
added, pointing out some of the significant success stories.

In Asia, Singapore is in the process of building a world-class
biotechnology hub in the developing world.

In Africa, Rwanda is making efforts to become a state-of-the-art
information-oriented society, while also working with Uruguay on the
"One Laptop per Child" initiative, sharing practical information and
experience.

The International Aids Vaccine Initiative (IAVI) is supporting
innovative scientific research in the development of a preventive AIDS
vaccine through a network of 11 research institutions and scientists
in India, Kenya, Rwanda, South Africa, Uganda and Zambia, according to
the United Nations.

The Organisation of the Islamic Conference (OIC) has established a
Technology Exchange Forum which will facilitate the transfer of local
and domestic technologies in engineering, pharmaceuticals, medicine,
agriculture, bio-technology, agro-food and energy.

These technologies are to be shared among the OIC's 57 member states,
all countries of the global South, primarily in the Islamic world.

The government of Brazil has initiated a South-South programme to
address the problems of child labour by financing projects in
Portuguese-speaking countries in Africa.

Brazil has also provided a 300,000-dollar grant to the International
Labour Organisation (ILO), the first donor from the South to do so,
for field programmes in Latin America and the Caribbean to help
eliminate child labour in developing countries.

Qatar has taken a lead role in promoting South-South cooperation in
the oil and gas sectors, bringing together some 42 countries in
Africa, Asia, the Middle East and Latin America, as well as
international organisations, to share and exchange experiences in
effective hydrocarbon management.

India, Brazil and South Africa (IBSA) will provide a million dollars
each annually for a Facility for Poverty and Hunger Alleviation in the
world's poorest nations.

The grant will also help support countries struggling to meet the
U.N's. Millennium Development Goals (MDGs), including a 50 percent
reduction in extreme poverty and hunger, the achievement of universal
primary education and the promotion of gender equality.

This new Facility is being actively supported by the Special Unit for
South-South Cooperation, within the U.N. Development Programme (UNDP).

According to the United Nations, the overall trend, prior to the
current economic crisis, had been "a remarkable rise in South-South
trade, finance and investment flows."

South-South merchandised trade alone has grown with significant speed
since 1995, on average by 13 percent each year, reaching 2.4 trillion
dollars, or 20 percent of world trade, in 2007, while the annual rate
of growth in world trade was only 9.0 percent.

A report jointly authored by UNDP and U.N. Population Fund (UNFPA)
released here says that UNDP country offices have reported an increase
in South-South cooperation in all practice areas.

In 2008, UNFPA alone support some 189 South-South initiatives,
including partnerships in the following areas: fistula repair; census
management; population surveys; delivery of reproductive health
services; HIV infection among women; gender-based violence; the use of
database software; training, raising awareness of population and
development issues; and gender mainstreaming.

The first Global South-South Development Expo (GSSDE), launched last
year by the Special Unit for South-South Cooperation, showcased over
60 "best practices" for South-South cooperation.

The 2009 GSSDE, held in Washington DC early this week, provided a
successful forum for similar South-South experiences.

"I hope the outcome of this year's Expo will lead to further
partnership-building and solution-sharing towards meeting the
international agreed development goals, including the MDGs,
particularly for those countries in critical circumstances," said
Ambassador Nassir Abdulaziz Al-Nasser of Qatar, president of the
U.N.'s High-Level Committee on South-South Cooperation.

Addressing the Expo early this week, Al-Nasser said: "We need to
systematically connect practitioners to each other to initiate
South-South cooperation in order to adapt and adopt South-South
solutions."

In early December, the United Nations hosted a high level Conference
on South-South Cooperation in the Kenyan capital of Nairobi.

A plan of action - formally called the Outcome Document - adopted at
the conference called for further strengthening of cooperation among
the 130 developing countries that comprise the Group of 77.

Meanwhile, the secretary-general said Friday that the challenges
facing developing nations - particularly food security, climate
change, and HIV/AIDS - continue to obstruct its goals for advancement.

"Now, more than ever, is the time to focus on innovative South-South
cooperation, as the challenges we face collectively can only be
overcome together," he added.

The theme of this year's U.N. Day - "Innovative Solutions through
Inclusive Partnerships" - highlights the cooperative self-reliance of
developing countries.

Ban said the forging of inclusive partnerships is critical for
creating the innovative solutions required to achieve internationally
agreed development goals, including the Millennium Development Goals.

"The complex problems that lie ahead demand the creation of an
environment that offers opportunities for collective, broad-based
collaboration that can generate sustained national, regional and
global commitment".

As such, he said, it was no surprise that inclusive partnerships were
the core mechanism of the South-South success stories showcased at the
2009 Global South-South Development Expo.

"While the featured initiatives may have originated in different
regions of the world, and addressed unique development challenges,
they all hold in common the strong element of broad, inclusive
partnerships" the secretary-general declared.

Cyber ignorant parents often misunderstand their children's overstaying with computer for surfing. They wrongly think spending time in the cyber space always educate them. Mother of Shohan Ahmed Porag, a student of class nine, spoke to The Independent with a happy simile. She said, my son knows every thing of computer from the age of nine. He solves internet related all the problems of us.
The Independent asked her what is the last result of her son in his school. She said with a disappointing tone that her son is not getting good marks in the exams. She guessed his school failed to judge merit of her son. 
Too much addiction to the internet is a threat to the natural development of surfers. Internet users have been increasing for the demand of Digital World. To sustain in the competitive world with receiving required knowledge every one needs cyber knowledge. However, instead of knowledge many surfers are spending time on the net for the addiction and obsessions.
Especially students are more vulnerable to the addiction which is taking away much of their time and energy. They are spoiling their study for overstaying at the fun sites.          
This corespondent of The Independent joined with the boy to surf the Net and found he is all the time chatting with yahoo messenger and clicking on facebook. Pathologically he has obsession to the cyber friends for fun and he likes to escape household chores.
Internet Addiction Disorder (IAD) rose from over surfing, abnormally browsing the Net like exchanging cyber dirty words and teasing, 'pathological computer use' and excessive gluing to PCs that hampers daily life. Ivan Goldberg proposed IAD in 1995 to describe the pathological problem.
Mother of Arif Hossain, 14 years old, alleged his son is sleeping at late night and he can't attend his school at right time. He is tirelessly attached to the computer screen. He was not that before internet coming in home. He is suspected patient of IAD.
People are hypnotised with Facebook, YouTube, Wikipedia, Twitter and Myspace to get pleasure and overstaying on there are causing losses of core Taka. Our productivity at work is declining for over surfing the wall of facebook and checking out our favourite blogs.
As a birthday gift a Black Berry mobile phone was given to Sohail Arman whose father is a businessman, he preferred the phone for his beloved 17 years old son. The Independent communicated him, he mentioned his son every minute checks his online status, he does it even he is in dinning room and bathroom, everywhere he is carrying his phone with the internet connection. His father is concerned for watching his son is passing time at the study room with keeping eyes on the mobile phone.  
Internet with mobile phone is a tool for a busy businessman. If you often see your mobile phone without business communication, just involuntarily check messenger, facebook, twitter etc that indicate you should test the addiction level.
It has been reported that many offices blocked social networking sites for negligence of works of staffs who are preferring the sites more than doing office works. Before the social networking sites some employees inspired surfing the Net for gathering knowledge and keeping in touch with the colleagues, partners and clients.    
Facebook has panoramic features to find old friends, to attend social events, enjoying video clips, playing games and earning money with online marketing. Such social networking sites are reducing the alienation problems of the last century. New social orders are on the creation and new problems are concerning us. If you forget your daily life and be irresponsible to your profession means it is a matter of concern. Being in touch with online friends can black out friends from your real life.
Internet addictions are common among the students and teenagers, free Internet access, availability of internet can be a reason of inspiring the obsession. Much stayers on the net sometimes are suggested to visit psychologists for psychotherapy.
Even mature people are addicted to internet and facebook. Mahmud Hossain, a 31 year old man working in a government office, said- he has developed a immense patience to project his eyes on the monitor screen till 4 am, so hurriedly I am attending office at morning and again longing on the messenger. Without internet I feel my life is virtually paralysed.
Working at online is not always addiction to internet. For profession and for the benefits of yourself internet is essential. You can test yourself own obsession level if you hear you have an addiction to internet. If your mates, coworkers or family members have made comments that you are over using the net, so you should test whether you are addicted or not.
If you ever late in attending office, meeting and assignment for delaying sign out of internet that means you are addicted to internet web options. If you ever found yourself getting very uneasy not to get your a facebook friend on the list. Without emergency talk you spent hours to wait for the friend. It should be a matter of concern for you. Out of stress if you tease someone or sent cyber abusive words means you are not mentally sound and most of time staying on the peoples' personal information can distort your nature. Privacy breaking is a part of mental disorder if you are browsing personal information of other only for pleasure.
Curing internet addiction is a new field of psychology. Every day a big numbers of addicted person are been breeding in the cyberspace. Soon we will have remarkable cyber citizens and a big part of it will be obviously internet addicted that addiction should be cured by trained psychologists; sociologists should address the problem on time. In addition, before the cyber obsession havoc we should aware the netizens about the internet addiction.

telecentre.org Academy, is a flagship programme of telecentre.org, with key
social investors being the International Development Research Centre (IDRC), the
Swiss Agency for Development and Cooperation (SDC) and Microsoft.  As a skills
development programme that supports actors involved in creating new and
inclusive economies in developing countries, especially at the grassroots level,
by taking advantage of the knowledge and information both tangible and
intangible services for millions of marginalized and poor communities living in
peri-urban and rural clusters around the world, telecentre.org was launched at
the World Summit on the Information Society in Tunisia in 2005.

telecentre.org's five programme pillars include the telecentre.org Academy, a
capacity building arm that aims to develop and deliver courses in support of the
learning needs of over 1 million telecentre operators around the world.  The
work programme of telecentre.org Academy began in October 2006 as a
telecentre.org activity, and since then been steered by a Senior Programme
Officer, housed at IDRC's New Delhi office.   Several partnerships have emerged
in support of the Academy programme of telecentre.org, especially at the
national level.  To date, the 14 national academies that are operational have
their own national consortium in support of their work.  A number of
complimentary initiatives support scholarship, curriculum design and
development, and peer-learning at the global level.  Telecentre.org has invested
over 1.5 million CAD to develop the programme.  The ecosystem of telecentre.org
Academy developed through the intellectual leadership offered by the Delhi-based
Senior Programme Officer makes it easier for the Academy to be implemented as a
global programme through its Secretariat housed in one of its partner
institutions

As per its commitment, IDRC has incubated both telecentre.org and its capacity
building arm, the telecentre.org Academy for a period of five years.  These
programmes are now being spun off into independent programmes with supportive
governance mechanisms in place.  While the telecentre.org programme finds its
home in the Philippines in the form of a newly established telecentre.org
Foundation, the telecentre.org Academy is being spun off into a global programme
supported by a Global Secretariat in one of the partner institutions for a
initial period of five years beginning 2010-2015.   To select a partner
institution that would house the Academy's global secretariat, a consultative
meeting was organized in Delhi on 17-18 August 2009.  Some ten senior officials
in the ranks of Vice Chancellor or Pro Vice Chancellor from as many universities
present at the August 2009 meeting in Delhi agreed for IDRC and IGNOU to jointly
establish a global secretariat under the auspices of IGNOU in Delhi.  A letter
of intent to collaborate was signed between IDRC and IGNOU to this effect.  To
fulfill commitments made by these two institutions, a memorandum of grant
conditions are being agreed upon for the global secretariat project to commence
from 1 January 2010.

The establishment of the Global Secretariat will support the telecentre.org
Academy's global programme that currently collaborates with over 50 partners
around the world.  The Academy programme is primarily aimed at supporting the
learning needs of over ONE MILLION telecentre operators, thousands of policy
makers, investors, and leadings of existing and emerging networks and poor
communities living and working in peri-urban and rural areas around the world in
over 20 languages in as many nations.

Cyber ignorant parents often misunderstand their children's overstaying with computer for surfing. They wrongly think spending time in the cyber space always educate them. Mother of Shohan Ahmed Porag, a student of class nine, spoke to The Independent with a happy simile. She said, my son knows every thing of computer from the age of nine. He solves internet related all the problems of us.
The Independent asked her what is the last result of her son in his school. She said with a disappointing tone that her son is not getting good marks in the exams. She guessed his school failed to judge merit of her son. 
Too much addiction to the internet is a threat to the natural development of surfers. Internet users have been increasing for the demand of Digital World. To sustain in the competitive world with receiving required knowledge every one needs cyber knowledge. However, instead of knowledge many surfers are spending time on the net for the addiction and obsessions.
Especially students are more vulnerable to the addiction which is taking away much of their time and energy. They are spoiling their study for overstaying at the fun sites.          
This corespondent of The Independent joined with the boy to surf the Net and found he is all the time chatting with yahoo messenger and clicking on facebook. Pathologically he has obsession to the cyber friends for fun and he likes to escape household chores.
Internet Addiction Disorder (IAD) rose from over surfing, abnormally browsing the Net like exchanging cyber dirty words and teasing, 'pathological computer use' and excessive gluing to PCs that hampers daily life. Ivan Goldberg proposed IAD in 1995 to describe the pathological problem.
Mother of Arif Hossain, 14 years old, alleged his son is sleeping at late night and he can't attend his school at right time. He is tirelessly attached to the computer screen. He was not that before internet coming in home. He is suspected patient of IAD.
People are hypnotised with Facebook, YouTube, Wikipedia, Twitter and Myspace to get pleasure and overstaying on there are causing losses of core Taka. Our productivity at work is declining for over surfing the wall of facebook and checking out our favourite blogs.
As a birthday gift a Black Berry mobile phone was given to Sohail Arman whose father is a businessman, he preferred the phone for his beloved 17 years old son. The Independent communicated him, he mentioned his son every minute checks his online status, he does it even he is in dinning room and bathroom, everywhere he is carrying his phone with the internet connection. His father is concerned for watching his son is passing time at the study room with keeping eyes on the mobile phone.  
Internet with mobile phone is a tool for a busy businessman. If you often see your mobile phone without business communication, just involuntarily check messenger, facebook, twitter etc that indicate you should test the addiction level.
It has been reported that many offices blocked social networking sites for negligence of works of staffs who are preferring the sites more than doing office works. Before the social networking sites some employees inspired surfing the Net for gathering knowledge and keeping in touch with the colleagues, partners and clients.    
Facebook has panoramic features to find old friends, to attend social events, enjoying video clips, playing games and earning money with online marketing. Such social networking sites are reducing the alienation problems of the last century. New social orders are on the creation and new problems are concerning us. If you forget your daily life and be irresponsible to your profession means it is a matter of concern. Being in touch with online friends can black out friends from your real life.
Internet addictions are common among the students and teenagers, free Internet access, availability of internet can be a reason of inspiring the obsession. Much stayers on the net sometimes are suggested to visit psychologists for psychotherapy.
Even mature people are addicted to internet and facebook. Mahmud Hossain, a 31 year old man working in a government office, said- he has developed a immense patience to project his eyes on the monitor screen till 4 am, so hurriedly I am attending office at morning and again longing on the messenger. Without internet I feel my life is virtually paralysed.
Working at online is not always addiction to internet. For profession and for the benefits of yourself internet is essential. You can test yourself own obsession level if you hear you have an addiction to internet. If your mates, coworkers or family members have made comments that you are over using the net, so you should test whether you are addicted or not.
If you ever late in attending office, meeting and assignment for delaying sign out of internet that means you are addicted to internet web options. If you ever found yourself getting very uneasy not to get your a facebook friend on the list. Without emergency talk you spent hours to wait for the friend. It should be a matter of concern for you. Out of stress if you tease someone or sent cyber abusive words means you are not mentally sound and most of time staying on the peoples' personal information can distort your nature. Privacy breaking is a part of mental disorder if you are browsing personal information of other only for pleasure.
Curing internet addiction is a new field of psychology. Every day a big numbers of addicted person are been breeding in the cyberspace. Soon we will have remarkable cyber citizens and a big part of it will be obviously internet addicted that addiction should be cured by trained psychologists; sociologists should address the problem on time. In addition, before the cyber obsession havoc we should aware the netizens about the internet addiction.

Dear friends and colleagues,

Just to clear up a few issues, I would like to draw your attention, though in one point I agree with Deirdre Williams.

Firstly, it is not a call for Book Chapter, but it is a call for Book Volume. It is a progressive call and it the fifth one with permission taken from the publisher.

Secondly, this call is sent to BytesForAll, because of my familiarity with the moderators, and I feel that many of the members belong to Asian community, to whom this call should reach. Almost every day, I obtain more than one call for book chapters through other groups.

Thirdly, there are many talents and experts working in similar fields, but not having enough support to promote their research. This call is sent to BytesForAll to have their attention. Already. I have received three emails, regarding submission of their chapters. But, unfortunately, it is a call for prospective Book Authors or Editors, and I hope I will be able to utilize their chapters in any upcoming book in this series. Furthermore, I am delighted to inform this group that through this call for book volume, I could obtain three Editors (one from India, one from Turkey and one from USA, in addition to two prospective Editors from New Zealand and Australia; the first three already has started their editing and soon they will be published by IGI. Anyone with similar interest may contact me off-list with their proposals. It is my honor and privilege to have the opportunity to work with IGI for the last five-six years.

Fourthly, there are many reasons, authors withdraw their manuscripts, even at the final stage of their submissions. In terms of copyright issues, I had experience more than once. One author insisted on including a separate condition before signing, the publisher agreed on that, and it was done. One author at the final stage, totally disagreed on the copyright issues, and withdraw the manuscript. Later on it was mentioned that the author could not obtain an official permission from the authorities, as it as about the official project that author was working with.

Yes, I agree with Deirdre Williams. It is not about money. There may be many reasons to publish or contribute your own research through books, journals, blogs, e-zins, conferences, seminars, or workshops. For me, as an academic, it is my career.

There are issues of copyright or right or right to share (as mentioned). My sincere apologies, I am not expert in this aspect, and will not be able to respond on them, though I agree on those issues.

Several years ago I saw a call for papers like this one, and from the same publisher. The topic was connected with networking and diversity and very much in line with my own interests. I submitted a proposal for a chapter which was accepted. I spent the next three or four months stealing time which didn't really exist so that I could complete the project inside the deadline. Almost as an afterthought, on the Sunday before the final Wednesday deadline, the editor circulated the contract for signature. The contract required me to sign over to the publisher, absolutely, every vestige of my copyright in the material, whether it was eventually published or not. I withdrew the work immediately. I had already broken the terms of the contract since I had already shared the document for comments with other people in the field.

I contacted the other chapter authors but no one seemed to share my outrage at these conditions. One man was in fact quite rude to me :-) I understand that contracts like the one I was sent are customary a rule rather than an exception. I also understand the imperatives of "publish or perish". However I expect there are also people who subscribe to an ethic of sharing and open content. To those I would like to suggest that they avoid the trap I fell into and ask to see the contract BEFORE they embark on the project.

Let me be absolutely clear this is not about money, but about rights, and specifically about the right to share.

PayPal Authorize Pakistan Now! Campaign

5111 Pakistanis have gotten together on in Facebook hosted cause at
http://apps.facebook.com/causes/266093 or simply at
http://www.causes.com/paypal_authorize_pakistan_now_campaign pledging
PayPal.com and Ebay Inc. to launch the PayPal.com payment services in
Pakistan. Many likeminded Pakistani Knowledge Workers, Freelancers and
Webmasters have joined the campaign extensively from all across the
country and the world.

This campaign was initiated when a considerable pressure built up
online by Pakistanis for the need of PayPal.com E-Payment services in
Pakistan, despite the Paypal.com/Ebay Inc. ignoring this region on
purpose while giving service to India and China, we launched a cause
page on Facebook titled the PayPal Authorize Pakistan Now Campaign.

The fact remains that Pakistan contributes massively to the global
Knowledge Economy through Information Technology as the region has
millions of knowledge workers that require PayPal

PayPal authorizes China and India; does it have a grudge against
Pakistan? Why cant Pakistan be authorized even though we have so many
Foreign Banks? Companies and Businessmen do not outsource their work
to Pakistani Knowledge Workers because we dont have PayPal Accounts!

Another interesting fact of this campaign is that it seeks an
explanation to why PayPal.com's global expansion includes India, China
and UAE but not the country Pakistan which is located at the heart of
this region. During various communications by members of the campaign
with PayPal.com, their reply usually is: PayPal.com's Email Reply:

"We are having a high volume of emails right now. Writer, we sincerely
appreciate your interest in becoming a PayPal member. Unfortunately,
we are not yet providing services for Pakistan. Establishing our
service in each new country or region involves complex changes due to
different regulations. We are always looking to expand our
availability; however, due to the complexities of global expansion, we
cannot provide a specific time frame. We are working hard and look
forward to expanding our services to additional countries and regions
in the future."

Despite this hypocritic statement, Ebay Inc/PayPal continues to offer
PayPal.com services including payments of goods and services as well
as funds transfer to India, China and UAE. We as Pakistani knowledge
workers must continue our campaign to convince Ebay Inc and PayPal.com
to lauch their services for Pakistani citizens that are today
connected to an international banking network and have all the
requirements for banking regulation and telecom/technology
infrastructure to support PayPal.com services in Pakistan.

Once again, I request all Pakistani knowledge workers to Write an
email with the title: "PayPal.com Authorize Pakistan Now!" to the
following email address of the Owner and CEO of Ebay.com and
PayPal.com:

Dear Friends,

Several years ago I saw a call for papers like this one, and from the same
publisher. The topic was connected with networking and diversity and very much
in line with my own interests. I submitted a proposal for a chapter which was
accepted. I spent the next three or four months stealing time which didn't
really exist so that I could complete the project inside the deadline. Almost as
an afterthought, on the Sunday before the final Wednesday deadline, the editor
circulated the contract for signature. The contract required me to sign over to
the publisher, absolutely, every vestige of my copyright in the material,
whether it was eventually published or not. In return would come "enhancement to
my reputation" from my work being included in the publication.

I withdrew the work immediately. I had already broken the terms of the contract
since I had already shared the document for comments with other people in the
field.

I contacted the other chapter authors but no one seemed to share my outrage at
these conditions. One man was in fact quite rude to me :-) I understand that
contracts like the one I was sent are customary  a rule rather than an
exception. I also understand the imperatives of "publish or perish". However I
expect there are also people who subscribe to an ethic of sharing and open
content. To those I would like to suggest that they avoid the trap I fell into
and ask to see the contract BEFORE they embark on the project.

Let me be absolutely clear  this is not about money, but about rights, and
specifically about the right to share.

Cyber ignorant parents often misunderstand their children's overstaying with computer for surfing. They wrongly think spending time in the cyber space always educate them. Mother of Shohan Ahmed Porag, a student of class nine, spoke to The Independent with a happy simile. She said, my son knows every thing of computer from the age of nine. He solves internet related all the problems of us.
The Independent asked her what is the last result of her son in his school. She said with a disappointing tone that her son is not getting good marks in the exams. She guessed his school failed to judge merit of her son.
Too much addiction to the internet is a threat to the natural development of surfers. Internet users have been increasing for the demand of Digital World. To sustain in the competitive world with receiving required knowledge every one needs cyber knowledge. However, instead of knowledge many surfers are spending time on the net for the addiction and obsessions.
Especially students are more vulnerable to the addiction which is taking away much of their time and energy. They are spoiling their study for overstaying at the fun sites.
This corespondent of The Independent joined with the boy to surf the Net and found he is all the time chatting with yahoo messenger and clicking on facebook. Pathologically he has obsession to the cyber friends for fun and he likes to escape household chores.
Internet Addiction Disorder (IAD) rose from over surfing, abnormally browsing the Net like exchanging cyber dirty words and teasing, 'pathological computer use' and excessive gluing to PCs that hampers daily life. Ivan Goldberg proposed IAD in 1995 to describe the pathological problem.
Mother of Arif Hossain, 14 years old, alleged his son is sleeping at late night and he can't attend his school at right time. He is tirelessly attached to the computer screen. He was not that before internet coming in home. He is suspected patient of IAD.
People are hypnotised with Facebook, YouTube, Wikipedia, Twitter and Myspace to get pleasure and overstaying on there are causing losses of core Taka. Our productivity at work is declining for over surfing the wall of facebook and checking out our favourite blogs.
As a birthday gift a Black Berry mobile phone was given to Sohail Arman whose father is a businessman, he preferred the phone for his beloved 17 years old son. The Independent communicated him, he mentioned his son every minute checks his online status, he does it even he is in dinning room and bathroom, everywhere he is carrying his phone with the internet connection. His father is concerned for watching his son is passing time at the study room with keeping eyes on the mobile phone.
Internet with mobile phone is a tool for a busy businessman. If you often see your mobile phone without business communication, just involuntarily check messenger, facebook, twitter etc that indicate you should test the addiction level.
It has been reported that many offices blocked social networking sites for negligence of works of staffs who are preferring the sites more than doing office works. Before the social networking sites some employees inspired surfing the Net for gathering knowledge and keeping in touch with the colleagues, partners and clients.
Facebook has panoramic features to find old friends, to attend social events, enjoying video clips, playing games and earning money with online marketing. Such social networking sites are reducing the alienation problems of the last century. New social orders are on the creation and new problems are concerning us. If you forget your daily life and be irresponsible to your profession means it is a matter of concern. Being in touch with online friends can black out friends from your real life.
Internet addictions are common among the students and teenagers, free Internet access, availability of internet can be a reason of inspiring the obsession. Much stayers on the net sometimes are suggested to visit psychologists for psychotherapy.
Even mature people are addicted to internet and facebook. Mahmud Hossain, a 31 year old man working in a government office, said- he has developed a immense patience to project his eyes on the monitor screen till 4 am, so hurriedly I am attending office at morning and again longing on the messenger. Without internet I feel my life is virtually paralysed.
Working at online is not always addiction to internet. For profession and for the benefits of yourself internet is essential. You can test yourself own obsession level if you hear you have an addiction to internet. If your mates, coworkers or family members have made comments that you are over using the net, so you should test whether you are addicted or not.
If you ever late in attending office, meeting and assignment for delaying sign out of internet that means you are addicted to internet web options. If you ever found yourself getting very uneasy not to get your a facebook friend on the list. Without emergency talk you spent hours to wait for the friend. It should be a matter of concern for you. Out of stress if you tease someone or sent cyber abusive words means you are not mentally sound and most of time staying on the peoples' personal information can distort your nature. Privacy breaking is a part of mental disorder if you are browsing personal information of other only for pleasure.
Curing internet addiction is a new field of psychology. Every day a big numbers of addicted person are been breeding in the cyberspace. Soon we will have remarkable cyber citizens and a big part of it will be obviously internet addicted that addiction should be cured by trained psychologists; sociologists should address the problem on time. In addition, before the cyber obsession havoc we should aware the netizens about the internet addiction.

Dear All,

We are very happy to inform that Ankur ICT Development Foundation was invited to attend and deliver talk in FOSS.IN [0], one of the world’s largest Free and Open Source Software (FOSS) events, held annually in Bangalore, India. The event is highly focussed on FOSS development and contribution. Over the years, it has attracted thousands of participants. This year it held from 1st December to 5th December, 2009. Muhammad Rezwan Shahid an in-house Ankur Developer presented on be-half. He presented the WordForge localization editor [1] in the Main talk session on 4th December 2009. It was a nice presentation [2] with a welcoming audience; experts from almost all languages of this Sub-Continent participated and appreciated WordForge and it's feature over other localization editors they have been using. Some of them downloaded and started testing the beta 0.7 version and gave us their valuable feedback during event. As the WordForge editor is developed using Python and QT framework, Python programmers or localization engineers or anyone interested are most welcome to join with the project.

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
FROM: Peter R. Orszag, Director

SUBJECT: Open Government Directive In the Memorandum on Transparency and Open
Government, issued on January 21, 2009, the President instructed the Director of
the Office of Management and Budget (OMB) to issue an Open Government Directive.
Responding to that instruction, this memorandum is intended to direct executive
departments and agencies to take specific actions to implement the principles of
transparency, participation, and collaboration set forth in the President's
Memorandum. This Directive was informed by recommendations from the Federal
Chief Technology Officer, who solicited public comment through the White House
Open Government Initiative. The three principles of transparency, participation,
and collaboration form the cornerstone of an open government. Transparency
promotes accountability by providing the public with information about what the
Government is doing. Participation allows members of the public to contribute
ideas and expertise so that their government can make policies with the benefit
of information that is widely dispersed in society. Collaboration improves the
effectiveness of Government by encouraging partnerships and cooperation within
the Federal Government, across levels of government, and between the Government
and private institutions.

This Open Government Directive establishes deadlines for action. But because of
the presumption of openness that the President has endorsed, agencies are
encouraged to advance their open government initiatives well ahead of those
deadlines. In addition to the steps delineated in this memorandum, Attorney
General Eric Holder earlier this year issued new guidelines (1) for agencies
with regard to the Freedom of Information Act (FOIA). With those guidelines, the
Attorney General reinforced the principle that openness is the Federal
Government's default position for FOIA issues.

This memorandum requires executive departments and agencies to take the
following steps toward the goal of creating a more open government:

1. Publish Government Information Online

To increase accountability, promote informed participation by the public, and
create economic opportunity, each agency shall take prompt steps to expand
access to information by making it available online in open formats. (2)

a. Agencies shall respect the presumption of openness by publishing information
online (in addition to any other planned or mandated publication methods) and by
preserving and maintaining electronic information, consistent with the Federal
Records Act and other applicable law and policy. Timely publication of
information is an essential component of transparency. Delays should not be
viewed as an inevitable and insurmountable consequence of high demand. With
respect to information, the presumption shall be in favor of openness (to the
extent permitted by law and subject to valid privacy, confidentiality, security,
or other restrictions).

b. To the extent practicable and subject to valid restrictions, agencies should
publish information online in an open format that can be retrieved, downloaded,
indexed, and searched by commonly used web search applications. An open format
is one that is platform independent, machine readable, and made available to the
public without restrictions that would impede the re-use of that information.

c. To the extent practical and subject to valid restrictions, agencies should
proactively use modern technology to disseminate useful information, rather than
waiting for specific requests under FOIA.
d. Within 45 days, each agency shall identify and publish online in an open
format at least three high-value data sets (see attachment section

3.a.i) and register those data sets via Data.gov. These must be data sets not
previously available online or in a downloadable format.
e. Within 60 days, each agency shall create an Open Government Webpage located
at http://www.[agency].gov/open to serve as the gateway for agency activities
related to the Open Government Directive and shall maintain and update that
webpage in a timely fashion.

f. Each Open Government Webpage shall incorporate a mechanism for the public to:

i. Give feedback on and assessment of the quality of published information;

ii. Provide input about which information to prioritize for publication; and

iii. Provide input on the agency's Open Government Plan (see 3.a.).

g. Each agency shall respond to public input received on its Open Government
Webpage on a regular basis.

h. Each agency shall publish its annual Freedom of Information Act Report in an
open format on its Open Government Webpage in addition to any other planned
dissemination methods.

i. Each agency with a significant pending backlog of outstanding Freedom of
Information requests shall take steps to reduce any such backlog by ten percent
each year.

j. Each agency shall comply with guidance on implementing specific Presidential
open government initiatives, such as Data.gov, eRulemaking, IT Dashboard,
Recovery.gov, and USAspending.gov.

2. Improve the Quality of Government Information

To improve the quality of government information available to the public, senior
leaders should make certain that the information conforms to OMB guidance on
information quality (3)

a. Within 45 days, each agency, in consultation with OMB, shall designate a
high-level senior official to be accountable for the quality and objectivity and
that adequate systems and processes are in place within the agencies to promote
such conformity (4) through such public venues as USAspending.gov or other
similar websites. The official shall participate in the agency's Senior
Management Council, or similar governance structure, for the agency-wide
internal control assessment pursuant to the Federal Managers' Financial
Integrity Act. (5)

b. Within 60 days, the Deputy Director for Management at OMB will issue, through
separate guidance or as part of any planned comprehensive management guidance, a
framework for the quality of Federal spending information publicly disseminated
through such public venues as USAspending.gov or other similar websites. The
framework shall require agencies to submit plans with details of the internal
controls implemented over information quality, including system and process
changes, and the integration of these controls within the agency's existing
infrastructure. An assessment will later be made as to whether additional
guidance on implementing OMB guidance on information quality is necessary to
cover other types of government information disseminated to the public.

c. Within 120 days, the Deputy Director for Management at OMB will issue,
through separate guidance or as part of any planned comprehensive management
guidance, a longer-term comprehensive strategy for Federal spending
transparency, including the Federal Funding Accountability Transparency Act and
the American Reinvestment and Recovery Act. This guidance will identify the
method for agencies to report quarterly on their progress toward improving their
information quality.

3. Create and Institutionalize a Culture of Open Government
To create an unprecedented and sustained level of openness and accountability in
every agency, senior leaders should strive to incorporate the values of
transparency, participation, and collaboration into the ongoing work of their
agency. Achieving a more open government will require the various professional
disciplines within the Government  such as policy, legal, procurement, finance,
and technology operations  to work together to define and to develop open
government solutions. Integration of various disciplines facilitates
organization-wide and lasting change in the way that Government works.

a. Within 120 days, each agency shall develop and publish on its Open Government
Webpage an Open Government Plan that will describe how it will improve
transparency and integrate public participation and collaboration into its
activities.

Additional details on the required content of this plan are attached. Each
agency's plan shall be updated every two years.

b. Within 60 days, the Federal Chief Information Officer and the Federal Chief
Technology Officer shall create an Open Government Dashboard on
www.whitehouse.gov/open. The Open Government Dashboard will make available each
agency's Open Government Plan, together with aggregate statistics and
visualizations designed to provide an assessment of the state of open government
in the Executive Branch and progress over time toward meeting the deadlines for
action outlined in this Directive.

c. Within 45 days, the Deputy Director for Management at OMB, the Federal Chief
Information Officer, and the Federal Chief Technology Officer will establish a
working group that focuses on transparency, accountability, participation, and
collaboration within the Federal Government. This group, with senior level
representation from program and management offices throughout the Government,
will serve several critical functions, including:

i. Providing a forum to share best practices on innovative ideas to promote
transparency, including system and process solutions for information collection,
aggregation, validation, and dissemination;

ii. Coordinating efforts to implement existing mandates for Federal spending
transparency, including the Federal Funding Accountability Transparency Act and
the American Reinvestment and Recovery Act; and

iii. Providing a forum to share best practices on innovative ideas to promote
participation and collaboration, including how to experiment with new
technologies, take advantage of the expertise and insight of people both inside
and outside the Federal Government, and form high-impact collaborations with
researchers, the private sector, and civil society.

d. Within 90 days, the Deputy Director for Management at OMB will issue, through
separate guidance or as part of any planned comprehensive management guidance, a
framework for how agencies can use challenges, prizes, and other
incentive-backed strategies to find innovative or cost-effective solutions to
improving open government.

4. Create an Enabling Policy Framework for Open Government
Emerging technologies open new forms of communication between a government and
the people. It is important that policies evolve to realize the potential of
technology for open government.

a. Within 120 days, the Administrator of the Office of Information and
Regulatory Affairs (OIRA), in consultation with the Federal Chief Information
Officer and the Federal Chief Technology Officer, will review existing OMB
policies, such as Paperwork Reduction Act guidance and privacy guidance, to
identify impediments to open government and to the use of new technologies and,
where necessary, issue clarifying guidance and/or propose revisions to such
policies, to promote greater openness in government.

Nothing in this Directive shall be construed to supersede existing requirements
for review and clearance of pre-decisional information by the Director of the
Office of Management and Budget relating to legislative, budgetary,
administrative, and regulatory materials. Moreover, nothing in this Directive
shall be construed to suggest that the presumption of openness precludes the
legitimate protection of information whose release would threaten national
security, invade personal privacy, breach confidentiality, or damage other
genuinely compelling interests.

Open Government Plan

1. Formulating the Plan: Your agency's Open Government Plan is the public
roadmap that details how your agency will incorporate the principles of the
President's January 21, 2009, Memorandum on Transparency and Open Government
into the core mission objectives of your agency. The Plan should reflect the
input of (a) senior policy, legal, and technology leadership in your agency and
(b) the general public and open government experts. It should detail the
specific actions that your agency will undertake and the timeline on which it
will do so.

2. Publishing the Plan: Consistent with the deadlines set forth in this
Directive, the Plan should be published online on the agency's Open Government
Webpage in an open format that enables the public to download, analyze, and
visualize any information and data in the Plan.

3. Components of the Plan:

a. Transparency: Your agency's Open Government Plan should explain in detail how
your agency will improve transparency. It should describe steps the agency will
take to conduct its work more openly and publish its information online,
including any proposed changes to internal management and administrative
policies to improve transparency. Specifically, as part of your Plan to enhance
information dissemination, your agency should describe how it is currently
meeting its legal information dissemination obligations, (6)

i. A strategic action plan for transparency that (1) inventories agency
high-value information currently available for download; (2) fosters the
public's use of this information to increase public knowledge and promote public
scrutiny of agency services; and (3) identifies high value information not yet
available and establishes a reasonable timeline for publication online in open
formats with specific target dates. High-value information is information that
can be used to increase agency accountability and responsiveness; improve public
knowledge of the agency and its operations; further the core mission of the
agency; create economic opportunity; or respond to need and demand as identified
through public consultation.

ii. In cases where the agency provides public information maintained in
electronic format, a plan for timely publication of the underlying data. This
underlying data should be in an open format and as granular as possible,
consistent with statutory responsibilities and subject to valid privacy,
confidentiality, security, or other restrictions. Your agency should also
identify key audiences for its information and their needs, and endeavor to
publish high-value information for each of those audiences in the most
accessible forms and formats. In particular, information created or commissioned
by the Government for educational use by teachers or students and made available
online should clearly demarcate the public's right to use, modify, and
distribute the information.

iii. Details as to how your agency is complying with transparency initiative
guidance such as Data.gov, eRulemaking, IT Dashboard, Recovery.gov, and
USAspending.gov. Where gaps exist, the agency should detail the steps the agency
is taking and the timing to meet the requirements for each initiative.

iv. Details of proposed actions to be taken, with clear milestones, to inform
the public of significant actions and business of your agency, such as through
agency public meetings, briefings, press conferences on the Internet, and
periodic national town hall meetings.

v. A link to a publicly available website that shows how your agency is meeting
its existing records management requirements. (7) These requirements serve as
the foundation for your agency's records management program, which includes such
activities as identifying and scheduling all electronic records, (8)

vi. A link to a website that includes (1) a description of your staffing,
organizational structure, and process for analyzing and responding to FOIA
requests; (2) an assessment of your agency's capacity to analyze, coordinate,
and respond to such requests in a timely manner,
together with proposed changes, technological resources, or reforms that your
agency determines are needed to strengthen your response processes; and (3) if
your agency has a significant backlog, milestones that detail how your agency
will reduce its pending backlog of outstanding FOIA requests by at least ten
percent each year. Providing prompt responses to FOIA requests keeps the public
apprised of specific informational matters they seek.
vii. A description or link to a webpage that describes your staffing,
organizational structure, and process for analyzing and responding to
Congressional requests for information.

viii. A link to a publicly available webpage where the public can learn about
your agency's declassification programs, learn how to access declassified
materials, and provide input about what types of information should be
prioritized for declassification, as appropriate. Declassification of government
information that no longer needs protection, in accordance with established
procedures, is essential to the free flow of information.9

b. Participation: To create more informed and effective policies, the Federal
Government should promote opportunities for the public to participate throughout
the decision-making process. Your agency's Open Government Plan should explain
in detail how your agency will improve participation, including steps your
agency will take to revise its current practices to increase opportunities for
public participation in and feedback on the agency's core mission activities.
The specific details should include proposed changes to internal management and
administrative policies to improve participation.

i. The Plan should include descriptions of and links to appropriate websites
where the public can engage in existing participatory processes of your agency.

ii. The Plan should include proposals for new feedback mechanisms, including
innovative tools and practices that create new and easier methods for public
engagement.

c. Collaboration: Your agency's Open Government Plan should explain in detail
how your agency will improve collaboration, including steps the agency will take
to revise its current practices to further cooperation with other Federal and
non-Federal governmental agencies, the public, and non-profit and private
entities in fulfilling the agency's core mission activities. The specific
details should include proposed changes to internal management and
administrative policies to improve collaboration.

i. The Plan should include proposals to use technology platforms to improve
collaboration among people within and outside your agency.

ii. The Plan should include descriptions of and links to appropriate websites
where the public can learn about existing collaboration efforts of your agency.

iii. The Plan should include innovative methods, such as prizes and
competitions, to obtain ideas from and to increase collaboration with those in
the private sector, non-profit, and academic communities.

d. Flagship Initiative: Each agency's Open Government Plan should describe at
least one specific, new transparency, participation, or collaboration initiative
that your agency is currently implementing (or that will be implemented before
the next update of the Open Government Plan). That description should include:

i. An overview of the initiative, how it addresses one or more of the three
openness principles, and how it aims to improve agency operations;

ii. An explanation of how your agency engages or plans to engage the public and
maintain dialogue with interested parties who could contribute innovative ideas
to the initiative;

iii. If appropriate, identification of any partners external to your agency with
whom you directly collaborate on the initiative;
iv. An account of how your agency plans to measure improved transparency,
participation, and/or collaboration through this initiative; and

v. An explanation of the steps your agency is taking to make the initiative
sustainable and allow for continued improvement.
e. Public and Agency Involvement: Your agency's Open Government Plan should
include, but not be limited to, the requirements set forth in this attachment.
Extensive public and employee engagement should take place during the formation
of this plan, which should lead to the incorporation of relevant and useful
ideas developed in that dialogue. Public engagement should continue to be part
of your agency's periodic review and modification of its plan. Your agency
should respond to public feedback on a regular basis.

Hi Fouad,

I saw the "fail whale" yesterday too, and have seen it quite often in the past. Twitter often seems to be overloaded for a bit, then comes back. It also happens via the API - sometimes you have to be prepared to use a variety of channels to get your tweet out (eg twitter.com, twitter client, or bit.ly sidebar). I like the "fail whale" pic and it is clever that they put it up when their service goes down.

It is associated with the #fail tag on twitter which is one of the things I like about twitter as well - that it is possible to transparently and instantaneously share complaints about online services that have failed you, giving those services an opportunity (or incentive!) to respond equally quickly to complaints.

Gorkhas's last battle



In late 2007, the hills of Darjeeling in India renewed their demand for a separate statehood of Gorkhaland with a movement led by Bimal Gurung under the banner of the Gorkha Janmukti Morcha or G-J-M-M. The demand for a separate homeland for the Nepali-speaking people of the region is over a century old, first articulated around 1907. Since then, the movement then led by Gorkha National Liberation Front or G-N-L-F turned widely violent in the 1980-ies and managed to earn a semi-autonomous administrative arrangement called the Darjeeling Gorkha Hill Council or D-G-H-C within the West Bengal government of India. But the G-N-L-F later started loosing its support base with its leader being charged of compromising its demand for a separate statehood. Today, the political opposition in the hills is almost non existent and there is widespread support for the G-J-M-M with power base shifting from the G-N-L-F to Bimal Gurungs G-J-M-M. This is often being referred to by the current leadership as the final battle for Gorkhaland.

A workshop was organized on 16 November 2009 for the journalists of Shatkhira to learn the basics of ICT and particularly internet. The program was organized by Other Vision Communication (OVC) in collaboration with UNESCO. Mr.Arshad Siddiqui, renowned ICT& development activist conducted the day long workshop, which was participated by a good number of working media professionals of print and electronic media  who are working in Shatkhira.

 

Earlier, inaugurating the event, the Deputy Commissioner of Shatkhira hoped that, this type of ICT events at local level will help for furthering the goal of  a  ICT enabled society. The president of Shatkhira press club sought cooperation of the organizers for more intensive workshops for all the journalists of Shatkhira district.

 

After the inaugural event, the resource person started the regular session which continued throughout the whole day. Although the program was a hands on practical experience for the district level journalists, but as they are gradually becoming familiar with ICT, particularly the internet; local journalists who attended the workshop also shared their experiences and learning for sending news &information, uploading photographs and transferring video files.

 

Besides the local media professionals, a number of journalists from Shyamnagar, Tala and Debhata upazilas also attended the workshop.
