Development Gateway Foundation Raises US$47 Million to Bridge the
Digital Divide

The Development Gateway Foundation  a non-profit coalition of
international
organizations, governments, civil society, and the private sector  held
its
inaugural donors and board meetings on December 4 in Washington, DC. The
meetings were attended by Founding Members, sponsors, and potential
future
partners of the Foundation. Prior to the meetings, the Founding Members
-
Australia, Germany, India, Japan, Korea, Mali (sponsored by the
Netherlands),
and the World Bank - and other sponsors committed to contribute US$42
million in
cash and in kind over the period of 2001-2003. After the board meeting,
the
Government of Pakistan announced its intention to join the Foundation as
a
Founding Members by committing to contribute US$5 milllion to the
initiative.

The Development Gateway Foundation (http://www.dgfoundation.org) will
complement
the efforts of other ICT initiatives, such as the DOT Force (
http://www.dotforce.org) and the UN ICT Task Force
(http://www.un.org/esa/coordination/ecosoc/itforum/icttaskforce.htm) to
enhance
global understanding and consensus on the challenges and opportunities
posed by
information and communications technologies, and to propose practical
ways to
overcome the digital divide. The Development Gateway portal (

Madhu Valluri Memorial Foundation - Spreading The Light of IT

Madhu Valluri - A bright flame, extinguished too soon :

Madhu Valluri was a man who packed more in his 38 years ( 1956 -1994) than what
most pack in lives twice as long. With an MIT (Massachusetts Institute of
Technology) education, he returned to India determined to take IT to the common
man. His articles and columns for newspapers like Wall Street Journal, Boston
Globe, Times of India, and all reflect this belief. Madhu started India's first
software magazine ' Software Review ' and a software consultancy firm
Teknowledge. He organized BankIT ' 94, the first buyer-seller meet of bankers
and software people, at Hotel President, Mumbai. Unfortunately, before he could
achieve what he set out to do, he succumbed to Leukemia. The Madhu Valluri
Memorial Foundation aims to complete the task that Madhu had embarked upon.
Madhu's vision has become Foundation's Mission.

Madhu Valluri Memorial Foundation : In Madhu's Footsteps.

The FOUNDATION aims to help the common man understand IT by spreading IT though
awards, seminars, and donating PCs to schools and colleges and instituting
computer scholarships.

The FOUNDATION has already initiated two annual awards - The Madhu Valluri
Memorial IT Journalist Award and the Vijeta Award for Cancer Survivor.

The first annual Madhu Valluri Memorial IT Journalist Award comprising of Rs.1
Lac in cash, a citation and a trophy was presented to Mr. P.K.Roy for his
outstanding work as chief editor of Dataquest Group of Publications. At a
glittering function held at the Y.B.Chavan Auditorium, Mr. Roy was felicitated
by the chief guest - Mr. Nandan Nilenkani, MD, Infosys Ltd.

The Vijeta Award was presented to Ms. Vandana Gupta. Ms. Gupta not only
successfully battled the dreaded disease, she also provides psychological
support to cancer patients and their relatives through her organization V-care.

Last Year, the second annual award for IT Journalism was presented to Mr.
Charles Assisi : Business World, who was felicitated by Mr. Ashok Mishra,
Director, IIT Mumbai and the Vijeta award was presented to Mr. Eknath Thakur .

These awards are just the beginning. Madhu Valluri Memorial Foundation wants to
do much more. The FOUNDATION wants to use IT to make a difference to millions of
lives, serve as a platform to award excellence in IT journalism, help cancer
victims in every which way.

huge army building up for launching war on Pakistani borders, this step

SAARC SUMMIT: BANGLADESH PRESS WATCHDOG JOINT STATEMENT

Effort needed to ensure independent press among south Asian nations

The press watchdog of Bangladesh welcome the summit of the heads of states of South Asia at Kathmandu, capital of Nepal during 4 6 January 2002. Also wish to raise the political commitment of the heads of states to take additional effort to ensure the growth of independent press in the region, which will definitely improve understanding among the nations.

The Bangladesh watchdog overwhelmingly support the concern raised by other south Asian media professional bodies and human rights organisation on the issue of violence and intimidation to stifle independent press in south Asia.

Despite the governments of Bangladesh, India, Nepal, Pakistan and Sri Lanka have repeatedly proclaimed attachment to press freedom, restrictive laws which governs print and electronic media are impediment to development of independent press.

In the backdrop of vibrant independent print and electronic press in Bangladesh, India, Nepal and Pakistan, journalists were frequently subjected to physical assault and intimidation.

We, urge upon the governments to demonstrate tollerance, restrain from exercising repressive actions and, of course take proactive steps to ensure independent press and right to inform.

We, urge upon Pakistan, Maldives and Bhutan to sign and ratify the “The International Covenant of Civil and Political Rights” as well as “Article 19” of “The Universal Declaration of Human Rights”, which demonstrates a nation’s commitment to the growth of independent press.

We, are deeply concerned on censorship in Sri Lanka and Nepal which may encourage autocratic regimes elsewhere.

We, express regret of the existence of scores of restrictive laws which governs the press in all the south Asian countries, which is the biggest hurdle to ensure independent press.

We, urge the heads of states to lift restrictions on import of newspapers and periodicals among SAARC members.

We, urge upon the SAARC nations to liberalise visa formalities for south Asian journalists.

We, sincerely believe that privatisation of the state-owned electronic media would immensely contribute to confidence-building among the people in the SAARC countries.

We, suggest to the heads of states to establish media exchange programme among member countries to strengthen bondage among the SAARC nations.

Sorry, this mail might sound a bit personal to you but this is very urgent
announcement for me. One of my hard disks crashed day before yesterday and
I lost a big amount of data.  So friends and colleagues, whoever did send
me any important mail or documents over the email in the last 2-3 months,
please resend those stuffs. Organizations/person who responded me after my
call for submission of papers/URLs/visual stuffs on E-governance please
forward me those once again. I apologize for this unusual request but the

Bangladesh Friendship Education Society (BFES) is organizing an international conference
(http://www.bfes.org/bfes conference/index.html) on Towards Building a Knowledge Society: The Role of NGOs to be held in Dhaka, Bangladesh on 16-18 January 2002. Participants from international community as well as from Bangladesh will join in the event to make it success. Eminent personalities from different background will present papers and will join in the discussions.

During the conference we intend to explore:
1. What is the essence of the knowledge society we are said to be entering? Is it essentially a revolution in information and communications technology, and if so, can we be clear of what elements & tools it includes (from e-mail to the Internet to distance learning) so that we can assess the educational implications?
2. How can we assess the changing shape of employment and work, and what it implies for ICT educational requirements? Do we look to a radically different labour force in educational terms?
3. In building a knowledge society, what is the role of NGOs in strengthening the knowledge base in order to assist community-based development initiatives at the grassroots level?

Knowledge Tour:

We have arranged a tour for Sundarbans visit. The location is Southwest part of Bangladesh, under Bagerhat district is very close to Bay of Bengal. There is a mangrove forest “Sundarbans”  means Beautiful Forest declared by UNESCO as World Heritage Site in 1997. The resources and bio-diversity are the magnificence of this forest. The people living around the area have their own cultural practices since thousands of years. The team will have the benefit of these programs live while visiting forest by a launch (bigger ferry boat with accommodation facility).

During visit demonstration on NGOs activity in Knowledge Management will be done followed by discussions among the visiting members. This would be an interactive visit on the river to ensure effective use of time.

MY OWN discovery of the power of 'e-mail publishing' was quite accidental. It
wasn't even called that then, and we didn't know what it was leading to. But
over the years, one's conviction that e-mail and e-mail publishing is much,
much more powerful than the snazziest of websites has stood the test of time.

But, can I hear you asking, if e-mail publishing is all that potent, why
don't we hear of it? The dotcom boom came and went. But even after the bust,
we still continue using the humble e-mail like the proverbial pinch of salt.
We take it for granted, and only realise what we miss when we lose access to
it.

You can't deny that e-mail publishing, in a country like India, is virtually
non-existent. For that matter, how many e-zines, newsletters, discussion
lists or mailing-lists do you know of which work effectively? Both in terms
of the numbers they serve, and the regularity with which these work? It is
only some news-services (the Indnet network, Interact-Inn, CyberMed-India,
ZDNet, INOMY and a few others) that come out faithfully.

Some mailing-lists -- also somewhat mistakenly called Listservs after the
software they're based on, or more-inaccurately e-groups (after the earlier
name of a site allowing to set up free lists, now yahoogroups.com) -- focus
on India-related themes. But, often, these lists fall into disuse. There's
simply nobody to post regularly to them. Many lack the 'critical mass' in
terms of membership numbers. We here simply haven't seem to have yet
realised the utility of building up such 'communities of interest'.

Is it because websites exude more glamour? Or was it due to the fact that
everyone thought of making a killing on a website? Undeniably, making money
from e-mail publishing appears much more remote now than it did earlier
on....

Never mind that. Since sometime in 1995 this writer accidentally stumbled
across a mailing list of Goan expats based in the US. It was the initiative
of Herman Carneiro of the North Eastern University, Boston, who was then
all of 19 years old.

Educational institutions in the US were then encouraging their students to
set up mailing-lists on just about any subject. Carneiro chose Goa, a tiny
region on the Indian west coast, which his ancestors hail from but which his
family hasn't been living in for two or more generations.

This list started as a network for young Goans to keep in touch with one
another, exchange light banter and generally meet up. Till, that was, others
like a librarian based in the UK, a scientist back in Goa, and we journos
were struck by the potential of a network to exchange more-serious news and
views, undertake initiatives related to Goa, and play an otherwise more
useful role.

GoaNet is today 4000 members strong (quite a size for a state with just 1.35
million inhabitants) and has plans to grow further. It has been behind
various campaigns: to get Internet connectivity to the small region of Goa
faster, to build awareness about the dangers of paedophilia in this
tourist-region, and to push plans that would give local students a chance to
get faster access to computer education in schools.

The power of email publishing is all but clear.

Not just that, Carneiro's experiment inspired us to start similar mailing
lists for environmental journalists, proponents pushing for the legalising
of community-radio in India, to link campaigners working for wider literacy
in India, promote GNU/Linux in Goa, and a range of other subjects.

Author Chris Pirillo has been electronically publishing the Lockergnome
'newsletter' via e-mail since late 1996. (This was the time e-mail use began
opening up globally; in India, only the privileged few, who were part of
the academic ERNET, or government networks and some others had access to
e-mail till August 1997, when VSNL opened up its operations on Independence
Day.) Pirillo's free newsletter covers Microsoft's operating systems, the
Internet, and other technology tidbits.

E-mail's importance obviously cannot be overstated. Pirillo's message is
simple: steer off the hype (didn't the dotcoms go bust?). If there is one
thing you race to check at 3 am, it's your "homely, unglamorous, ubiquitous"
e-mail.

So, though there was never any media-blitz about the "e-mail revolution",
this is obviously a powerful tool if you harness it for publishing. Pirillo
urges you to start a e-mail newsletter. It puts you in touch with people. it
fulfills the basic human urge to communicate. It satisfies an "addiction to
cheap notoriety". Newsletters, if done properly, are not spam!

From then on, Pirillo goes to offer specific, useful tips on how to make
your e-mail communication work for you.

He starts with the basics: How does e-mail work? Why use e-mail? Can e-mail
and websites partner each other, to their mutual benefit? How do you manage
growing numbers of subscribers? Text or HTML newsletters? What are the
pitfalls of a discussion group? Does 'guerrilla promotion' work? Can you
really make money from your mailing list?

This thick tome has all the answers. It may be applied common-sense. But the
advice proffered is deeply thought of nonetheless.

To the end of the title are seven useful appendices. These guide the reader
through tips on service providers, and the mailing-list software you need to
install to run this (usually inexpensive) business. There are also listings
on e-mail commands used for mailing lists and fifty "great e-mail publishing
tips", among other things.

At the end of the day, Pirillo's belief that one can make money out of
e-zines is something one doesn't quite agree with. Maybe our markets here
are simply too small. Maybe one didn't try hard enough; or perhaps the
businessman hiding within this reviewer is not sufficient evolved!

But discussion groups, mailing lists or ezines can be powerful tools to
build community, exchange ideas and help everyone involved gain in the
bargain. Maybe one should say 'nearly everyone'. There's a small but
determined minority who hates being "stressed out" by e-mail, and considers
almost everything to be spam. Those unlucky few will never know what they're
missing. Pirillo makes it possible for e-mail publishers to up the value of
their product.

This is not a book full of theories and principles; it offers very practical
suggestions that could be put to direct use.

What's the difference between e-mail newsletters, announcement lists,
bulletins/action alerts, moderated discussion lists, and unmoderated
discussion lists?  There are subtle, but important, differences.

How does e-mail really work? What lends this medium of communication "little
glamour (but plenty of results)? Can e-mail and web sites be considered
"natural partners" and thus be used to promote each other? There's all this
and more in the book.

Some general e-mail related information is also included. For instance, tips
on how to configure a domain's e-mail account. There are tips on
subscription management, and why subscribers should be able to leave the
list whenever they want to.

There's also a section on different mailing lists software, Majordomo
(wasn't really designed to handle larger lists efficiently), LISTSERV (meant
expressly for the management of e-mail communities) and Lyris (another major
player, that spoils you by its features). Even the humble Pegasus Mail
software, an e-mail client, can work for list owners with under 2,000
subscribers in their database. (As someone biased in favour of GNU/Linux
free softwares, one finds Mailman missing from this list. Perhaps its
popularity has zoomed only in recent months, after this book was put together.)

Running mailing lists may seem simple. But there are many other questions
that come up: how frequently should one post, how much should you be saying,
what is the advantage of a text-based newsletter? Can text-to-HTML
converters help in turning your newsletter into a Web page automatically?

Running a 'discussion group' is another cup of tea. Interacting with list
members needs tact and care. There's the law of diminishing returns too
(with 1000 members on your list, you sometimes can't expect more than 10
responses! Even if you have 10,000 people in your discussion group, not
everybody is going to post, and not everybody wants dozens of messages
streaming into him or her Inbox on a regular basis.)

Pirillo also offers specific tips on how to promote your newsletters and
discussion lists. Some tips: build subscribers ("your great resource...
without them you're nothing"), get peer endorsements, post-boasts, linking
up for cross-promotions, designing a logo, offline offensives and many more
(promotion via business cards, swap content with other ezines).

One of his interesting sections is the "publisher's stories", which narrates
the experiences of successful e-mail publishing pioneers.

Over fifty pages of the book go to tell us the experiences of various
e-publishers. You come across the stories of publishers of newsletters named
'The Naked PC Newsletter', 'Poor Richard's Web Site News' and others.

Expectedly, these are mostly US-based experiences. Some of the names could
be familiar with old-timers on the Net, specially those fascinated by the
potential of e-mail. (This, incidentally, seems to be a stage we in India
seems to have skipped over. The Internet arrived here somewhat late in the
day, after 1997. Since then we got fascinated with the dotcoms and websites
and latter technology even before realising how useful e-mail and e-mail
publishing really can be.)

Some useful insights: Randy Cassingham of the "This is True" online
newsletter points out a successful newsletter could reach 10,000 people via
e-mail, at a cost cheaper than what it would be to send it out to fewer than
100 on paper! It's when this realisation strikes that one realises the full
potential. E-mail carefully used, with skilled-enough writing and content to
match (not just carelessly strung together) can indeed be a powerful tool.

I realize that this e-group is to intended to focus on technology transfer
but what a wonderful interaction between our Pakistani and Indian
colleagues.  Could it possibly be that IT can be a tool for peacemakers?  I

Asia-Pacific gears up for e-government opportunities

Despite the general IT downturn and economic pessimism, the mantra of
e-government seems to be catching on quite fast as country after country
launches national IT plans, forms IT thinktanks, and delivers a range of
services online ranging from e-tenders and tax filing to business permits
and driving licenses.

Speakers, delegates and exhibitors from across Asia, Europe and the U.S.
gathered in Bangkok recently for the annual Government IT 2001 conference
and exhibition, hosted by Reed Tradex (www.reedtradex.com); the main focus
this year was on e-government practices in the Asia-Pacific region.

CASE STUDIES

Singapore, South Korea, and Australia are currently at the top of the
Asia-Pacific scorecard in terms of effective conceptualization and
implementation of e-government services.

Singapore is often regarded as having the world’s ‘most-admired government
portal,’ having evolved rapidly from basic Web presence and interaction
features to transactions and full transformation. Its projected offerings
include e-procurement, CRM applications, personalization, polling, voting,
and wireless services by 2005.

Australia made a commitment to the information economy at the prime
ministerial level right from 1997 onwards, said John Rimmer, CEO of
Australia’s National Office for the Information Economy (www.noie.gov.au).

NOIE is benchmarking Australia’s IT performance with 16 countries based on
take up of key information economy technologies, adoption of broadband
access in the home, price of Internet access, and take up of online
services.

Currently, 72 per cent of adult Australians have access to the Internet, 50
per cent of Australian households have Internet access at home, and 25 per
cent of adult Australians have accessed government services online. 95 per
cent of large businesses are now online, and about 65 per cent of small
businesses; 1.4 million Australians are paying bills online.

NOIE champions the use of e-business among SMEs – for instance, for helping
the pharmaceutical industry drive down transaction costs by harnessing the
Net.

The Australian government currently contributes AUS$2.9 billion to R&D
innovation under the Innovation Action Plan. “Governments must use
e-commerce as a catalyst. Governments play an important role because of
their reach and influence, and must demonstrate their investment and
commitment,” advised Rimmer.

Lessons learnt by NOIE on the e-government front include the importance of
migrating from Internet services silos to integrated offerings, resolving
cross-jurisdictional issues, generating momentum from early successes, and
carrying out customer research.

“Governments must be prepared to manage for uncertainty. Strategic policy
direction guides a flexible portfolio of responsibilities, not an inflexible
blueprint. E-government is not an after-thought, and requires durable
solutions. Governments in the Asia-Pacific must collaborate on issues like
security, critical infrastructure protection, criminal misuse of IT, and
legal infrastructure,” Rimmer urged.

APEC has already set “paperless trading goals” to reduce or eliminate the
need for paper-based documents in cross-border trade by 2005 in developed
economies and 2010 in developing economies.

“We have recovered rapidly from the Asian economic crisis of 1997 and are
currently positioned as among the Top 20 of the world’s information
societies,” said Suk-Jae Lee, director of South Korea’s National
Computerisation Agency (www.nca.or.kr).

South Korea is currently No.1 in the world in terms of adoption of online
stock trading, MP3 downloads, broadband access, and e-banking. The country
has 30 million cellphone users, 22 million Internet users (half the total
population), broadband access to 7 million households, IT exports worth
US$51 billion (30 per cent of total exports), and an IT sector which
accounts for over 50 per cent of the GDP.

The CyberKorea 21 plan includes boosting national information infrastructure
(connectivity from 155 Mbps to 40 Gbps in 144 regions), online government
procurement (to save over $250 million), promoting the IT sector, and
providing affordable access and IT training to SMEs and marginalized sectors
of society.

A single window for e-government in South Korea has been created
(www.egov.co.kr), over 55 per cent of government documents are now handled
electronically, and more than 10 ministries have implemented
knowledge-management systems. The Government Information Openness Act was
passed in 1998, and incentives like “IT Ability Championship Contests” for
government officials have also been launched.

Challenges remain in reducing overlap of information systems, accelerating
mindsets of sharing, and creating effective online channels for dealing with
citizen grievances. Korean citizens are already quite progressive in the use
of online activism, and have used the Net to rally against corruption in
government (eg. www.NGOkorea.org).

Other notable performers in Asia on the e-government front include Hong
Kong, Thailand and Malaysia, as well as some of the state governments in
India.

“Our Digital 21 strategy includes creation of a world-class e-business
infrastructure via the Cyberport flagship project, fostering an open and
competitive telecom market, implementing e-tendering by government
procurement departments, and providing professional IT training for
citizens,” said Alan Wong, director of the IT Services Department for the
Hong Kong government.

A one-stop site (www.ithk.gov.hk) has also been launched, as well as
community cyberpoints or telecentres for wider Internet access. “All
citizens are now required to carry smart cards for personal identification;
these cards are also useful as an e-purse and for delivering government
services,” Wong said.

Further down the road, the Digital 21 agenda (www.digital21.gov.hk) aims to
make Hong Kong a lucrative market for third generation mobile services, and
an exemplar for the Internet2 initiative.

“In the coming decade, we aim to move from being a dynamic adopter to a
potential leader in the ICT domain,” said Chadamas Thuvasethakul, director
of Thailand’s National IT Committee Secretariat, drawing on analysis in the
UNDP Human Development Report 2001. This would include increasing the
proportion of “knowledge workers” from 12 per cent in 2001 to 30 per cent by
2010.

Thailand formed the National IT Committee (www.nitc.go.th) in March 1992.
The
Electronic Commerce Resource Center was established in December 1998 -- and
as part of the e-ASEAN initiative, the APEC E-Commerce Training Center was
established.

The E-Thailand strategy also included SchoolNet (a national school
informatization action program, which has brought over four thousand schools
online), and GINet (the Government Information Network).

As of mid-2001, Thailand had 7.75 million fixed lines, a teledensity of 9.71
per cent, 4 million mobile phones, and PC penetration of 2.4 per cent.
Internet access was started in Thailand in 1991 as a research network funded
by NECTEC (National Electronics and Computer Technology Centre). There are
18 commercial ISPs and 4 non-commercial ISPs. The Internet user base is just
over 3.5 million users (or 5.6 per cent of the total population).
International bandwidth is about 570 Mbps.

As part of a growing move towards e-government, awards were instituted in
the year 2000 for best IT usage by government officials. In 2001, work on
the government portal ThaiGov.net was initiated, with a phased rollout of
offerings ranging from basic information (eg. investments, statistics) and
business services (company registration) to online payments (filing of
taxes) and e-procurement (by public sector agencies).

Online payment of electricity bills and SMS services targeting crop
information for farmers are some of the services being rolled out for urban
and rural Thai citizens.

Key challenges for e-government in Thailand are informatisation of local
governments, overcoming the digital divide (through better access, low-cost
PCs, IT training), and the juggling of priorities between agricultural,
industrial and information sectors.

Another southeast Asian country with ambitious e-government initiatives is
Malaysia, though its much-touted Multi-Media Super Corridor (MMSC) project
has lost considerable steam over the past couple of years.

“The K-Malaysia 2020 plan entails evolution into an information society by
2005, a knowledge society by 2010, and a value-based knowledge society by
2020,” said Ramesh Kumar Nadarajah, manager for strategic intervention at
the National Information Technology Council of Malaysia (www.nitc.org.my),
which was established in 1994.

The conversion of the “IT ripple into a tidal wave” will require a
tri-sectoral convergence of governance models for the public, private and
community sectors, Nadarajah said. Malaysia’s Subang Jaya 2005 initiative
includes improved broadband Internet connectivity, community learning in
educational institutes, local e-business services, and the creation of a
government portal (www.sj2005.net.my).

MIMOS Berhad, a government-owned ICT R&D corporation, has launched a
non-profit organization called NISER to address core ICT security issues in
Malaysia.

“A key lesson we have learnt is that it is vital to consult local
communities and involve them in decision-making in government and private
sector initiatives on the e-government front,” advised Nadarajah. Innovative
solutions are not dependent just on cutting-edge technology, but on
widespread consultation to tune in to community needs.

Asians tend to pin a lot of expectations and demands on their governments,
and so government agencies have a lot of responsibility via such initiatives
especially in Asia, he observed.

“The ability or inability of societies to master technology, and
particularly technologies that are strategically decisive in each historical
period, largely shapes their destiny,” he said, citing Manuel Castells’ “The
Rise of the Network Society.”

“Technology does not determine society.  Neither does society script the
course of technological change. Many factors, including individual
inventiveness and entrepreneuralism, intervene in the process of scientific
discovery, technological innovation, and social applications, so that the
final outcome depends on a complex pattern of interaction,” according to
Castells.

IMPROVING THE SCORECARD

While much attention tends to focus on e-government success stories, a lot
can be learnt from the shortcomings and failures as well.

“Many e-government services fail to address the creative element in terms of
the design, marketing and user analysis of their online offerings,” said
Srikanya Mongkonsiri, COO of Thai Web solutions firm AD4Portal.

The “Four Is” of digital media design include interface (intuitiveness of
elements and icons), identity (branding and trust elements), interactivity
(citizen inputs), and information architecture (task-specific workflows).

Special attempts must also be made to leverage Internet strategies during
natural disasters, health emergencies, and military conflicts -- to ensure
security, mobilization of relief funds, and provide assistance.

Mongkonsiri also urged government agencies to design informative services
for younger users, who would constitute the citizenry of tomorrow.

Weera Areeratanasek, regional manager for BEA Systems, observed that it is
common to see e-government portals that seem to link various agencies and
give the appearance of integrated services – but the back-ends are actually
siloed.

Security of e-government systems also needs to improve – particularly in the
wake of the September 11th terror attacks in the U.S., said Alex Chiu,
regional manager for Internet security firm Entrust (www.entrust.com), whose
clients include the Spanish Mint, government of Canada, California Highway
Patrol, UK National Health Service, and People’s Bank of China.

“Security agencies as well as state and local law enforcement officials need
to have the capacity in realtime to intelligently share information and also
address public concerns,” he said; this calls for multiple, secure,
interoperable links.

Another emerging area is the use of artificial intelligence techniques along
with knowledge management systems so that governments can actually become
knowledge providers to their employees and citizenry.

“Pattern recognition techniques like integrated analytics or i-analytics can
help in this regard for uses ranging from fraud detection and invoice
validation to equipment configuration and demand forecasting,” said Chatpon
Auaungkittikun, consultant at Computer Associates.

One common myth which is creating insecurity among some government officials
is that less employees will be needed once e-government has been
implemented. “This is wrong; the truth is that more people will be needed,
but the quality of service can improve considerably,” said Manish Agarwal,

Media Lab Asia aims to radically reconceptualize, for rural India,
system software and network systems in its Systems Laboratory based on
the IIT Madras campus in Chennai. Media Lab Asia consists of the
renowned Media Laboratory at the Massachusetts Institute of Technology
(MIT), regional laboratories in Mumbai, Kanpur, New Delhi, and
Chennai,
and participating grassroots communities. The organization has its
administrative headquarters in Mumbai.

We are looking for world-class scientists and engineers interested in

   Madhu Valluri was a man who packed more in his 38 years ( 1956 -1994)
than what most pack in lives twice as long. With an MIT (Massachusetts

Actual export earning from software service is 10 times higher than the
official figure of US$ 15 million, Professor Jamilur Reza Choudhury,
Chairman of the national taskforce on IT, told a seminar.

"The actual income is not being recorded because software service exporters
are not bringing their earning in the country," he said while speaking as
chief guest at a seminar titled 'Prospect of E-commerce in Bangladesh' at
Institution of Engineers, Bangladesh (IEB) in the city Thursday.

Ahmed Salman, an e-commerce expert and Managing Director of Knowledge Plant
Ltd, made a presentation on the topic at the seminar organised by  Engineering
Staff College, Bangladesh.

Expressing his frustration about slow development in exploring
the  IT-related services
in the country, Jamilur Reza said local entrepreneurs  are more interested
in making
quick buck.

Instead of developing software locally they are still preferring to be
local  agents of
foreign companies to get 5 to 10 per cent commission," he  observed.

The government has to come forward to patronise the development of
human  resources
at the top managerial level in IT sector. Citing examples of  making
passport forms, SSC
and HSC examinations results available in the web  sites, he felt, these
initiatives will help generate huge employment in the  sector and people
would also be benefited.

In his presentation, Ahmed Salman said Bangladesh has high potentials
in  off-line
tele-servicing including medical and legal transcriptions, data  input, web
development
and so on. "Least developed countries (LDCs) have prospect in the new
service-oriented e-commerce business."

Rather than business to consumer, the country has prospects in business
to  business e-commerce, particularly between small and medium enterprises,
he mentioned.

At least to retain the present exports, the country has to embark on
e-commerce shortly but take lessons from dot com failure in other countries,
Salman recommended.

He listed lack of telephone connections, strong independent regulatory body
for the telecom sector and necessary encryption laws as the major obstacles
to the development of e-commerce in Bangladesh.

Steps should be taken to create e-commerce ministry like that of the UK,
take e-commerce for important element of international competitiveness like
export promotion and proper measures for smooth port and customs clearance,
the expert suggested.

Any serious IT or e-commerce implementation in an organisation will not
succeed without the recourses of business process reengineering (BPR) and
change in management, he said.

"In fact, BPR, management change and electronic customer relationship
management (eCRM) are badly needed for efficient business management in the
coming days," Salman observed.
