ISPCMDS is for ISPF and ISRCMDS is for PDF. But for some reason ISRCMDS is
always empty.

They are both ISPF command tables. The ISR command table is used when ISPF/PDF is loaded (edit, browse, etc...most common stuff). The ISP command table is...
