Our shop migrated to V1R8 over the weekend and now jobs that use the
VTOC TSO commmand are getting a SC03 on the FORMAT4.DCB file.

I also noticed that our pack UCB's were changed - under V1R6 - they
were in the range of 0Axx - 0Dxx. However under V1R8 - they are all
F1xx.

I've verified that the VTOC source has the update for 4 digit UCB's,
but wonder if anyone has experienced anything similar - or can verify
that the UCBs are definitely the issue.
