What was the last modifications to your VTOC TSO command? Look in the
$MODS member that matches the load module that you are running. I
know that there were some fixes added in June 1999. You might want to
get current and see if the issue is resolved.

Does it always fail? Even when you run it against a single volume?

Are the UCBs above or below the line? (D IOS,STORAGE)
