Hi Muhammad,
 
You need to find API std 2000, where you can find the estimates for fill-in and
fill-out (inbreathing or outbreathing) of an storage tank and for thermal
effects with respect to its capacity.
 
My assumption is that your storage tank is atmospheric or low pressure.
 
I guess you are specifiying a Pressure-Vacuum valve? with the higher flow you
check the size of the valve that can fit the service... etc...
