I think some printers, and pdf writers, compound margin settings (margin within
margin) but not sure about that. Try this to see if it helps:
Make sure you sheet borders, if any, are within the minimum margin settings for
you printer. This includes any text or CAD objects. Then turn off the margins or
set them to "0", set to print at 100% and see if that corrects the problem.

**What ever works for one, and all involved w/ the output, is OK with
me. Now be it metric, Imperial, a stick w/ ones custom markings, a
piece of string, etc, it works as long it is used in that context and
in that community. If metric is the norm for where ever, then so be it.
