I:\pls\Claire>claire -cm testmod
-- CLAIRE run-time library v 3.3.28 [os: ntv, C++:MS VC++ ] --
this is a init file for cclaire for OS: ntv -------------------
init.cl is ok -------------------------------------------------
---- [load CLAIRE file: \test.cl]
**** An error has occurred.
[120] the file \test.cl cannot be opened

But if I try this:
testmod> load("test")
eval[0]> ---- [load CLAIRE file: test]
true
