Yes, you can connect your 1541 floppy drive to your PC and copy the
disks directly onto your PC using Star Commander:

If you have a Commodore 1581 or CMD FD disk drive you can use it to
transfer files from the Commdore to your PC. There are many tools to do

Another neat trick is to connect your two computers directly using a
special cable. Then the PC can be used as a "slave" device for the
C-64. The hard disk in the PC becomes a very large storage device for
the C-64 to use:
