I don't know if you have found your answer yet, but...

If you have a macintosh computer with a floppy disk drive...

Check out the apple computer web site (www.apple.com) - actually ftp
apple at ftp.apple.com, click on apple support area, click on software
updates, and click on your country of origin (likely English-NA), then
choose the link for Apple II. Look for Apple System Disk 3.2, and
download it.

What you will end up with is a compressed disk image. Double-click on
it to decompress it, and then open Disk Copy on the Macintosh. Open
the disk image (File -> Open) and then write the disk image to a disk
(one of the menus has an option for writing an image to a disk)...
place an unformatted 800k disk in the Macintosh disk drive (not high
density disk) and there you have it...

Turn on the IIc Plus and insert the disk.
