I have worked with and appraised organizations that did not have ISO 9001 certification but they set as their measurement objective to measure customer satisfaction - without ISO 9001 influence ... and that was also one of their ML 4/5 Objectives.
Remember - you do not have to have a model or standard to dictate your process improvement objectives ... it is your business objectives that drive process improvement!
