Tech Lead (this is not a Project Manager role)
Portland, Oregon

This is a State Gov't project and all the Development work will be
based in the Portland, OR area.

Initially they need to hire 3 Tech Leads to lead a team of 10 for
this conversion project. This is a for a MMIS system that is on VSAM
flat files and being converted over to DB2. In all there are 2,000
programs and 400 CICS screens to convert. There are also 14 other
projects going on at the same time. When working on this, the person
will need to keep in mind what are the dependencies with the other 14
projects going on. Others things to keep in mind are streamlining
code, determining what applications are needed and what applications
are not needed. There is a Data Mapping/Data Analyst team to do the
conversion of the database, and you will be responsible for the
Application side. In some cases you'll have to completely re-design
and re-write the code and also work thru performance issues that come
up in this flat file to database conversion.

You will be expected to be very technical and hands-on, doing both
programming and analysis at a Senior level, along with writing
specifications, design, etc. You'll also Lead the team, keeping their
process full, their pipeline moving, monitoring internal and external
client relationships, and other Lead tasks as assigned.

BASIC OBJECTIVE (SUMMARY) OF POSITION
Responsible for overseeing a team of 10+ and is expected to manage
all levels of application development & support as assigned. Key role
will include full responsibility for design and development of key
subsystem for an application including data modeling, database
design, program analysis, testing and deployment. Individual will
provide and manage work assignments, provide technical guidance to
team, interact with customer, develop condensed project plans and
follow initiatives as defined by project manager. Position requires
working and coordinating efforts with other several other areas of
project and users.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
• Responsible for all development activities related to
application subsystem.
• In depth knowledge & experience with Systems Development Life
Cycle (SDLC) methodologies, project planning techniques, and project
management principles.
• Lead technical team of analysts/programmers/data modelers to
develop features and functions, enhance existing features and
functions, and perform base level support activities.
• Work with client and other users to understand business
requirements and priorities.
• Prepare detail project plans and schedules for all
initiatives.
• Provide reasonable estimates regarding time, cost and effort
for projects.
• Communicate status at regular intervals to users, team and
senior management.
• Must be able to lead multiple projects concurrently.
• Develop necessary architectures,
specifications/configurations and other details relating to testing
and deployment
• Lead design, analysis, test and deployment of system

OTHER RESPONSIBILITIES OR INFORMATION
• Requires at least 10 years of technical knowledge and hands-
on experience in IBM/MVS, COBOL, VSAM, CICS, and DB2
• Experience working with relational databases to facilitate
systems analysis
• Must have 5 years of leading teams of 5 * 8 or more
individuals.
• Knowledge of the claims or MMIS business is helpful.
• Strong experience with conversion projects preferred
• Strong personal computer and business solutions software
skills
• Good analytical and problem solving skills for design,
creation and testing of programs
• Good communication skills to interact with team members,
support personnel, and provide technical guidance and expertise to
customers and management
• Ability to work in a self-directed work environment
• Ability to work in a team environment
• Strong consulting services background preferred
