Dear Mark,

Finally! The same idea was put together by the
Tucson L5 group and myself in 1987 as a proposal
for the "Launch Services Purchase Act." Which was,
ultimately, a failure because NASA chose to ignore
it.

Yeah. Never operate? They seem to be eager to
operate these "leased" vehicles.

Never screw around with the designs? Hah. I am
not holding my breath.

Companies will get half a billion? I find that a
lot hard to believe. NASA promises don't amount to
money in the bank. They've bounced too many checks.
