it seems there's a program (possibly virus) on your computer that's running
what's called a dialer (a program that's made to dial out to the number that its
programmed to dial out to) periodically,without you knowing. i dont have too
much experience, well i have little/no experience, with dialers because i've
always had cable internet. Dialers only work with Dial up modems (as far as i
know).

The only thing I can think of is to (A) get an antivirus, if u dont have one,
and scan your computer, and/or (B) unplug the phone cord either from the wall or
from your computer when you're not using the internet, so it'll try to dial out
on its own, but it wont be able to. Then plug it back in when your going to use
it. Personally, i would do both A and B.

Sorry i cant help you more, but i don't know much about dialers. I thought that
might be a start.
