The intonation in the c64 is proportional to its raster update, see
the appropriate Appendix in your programmer's guide.

In order to make it in tune, you'd either have to hack the software to
base its note table on PAL's refresh rate instead of NTSC's, or hope a
future version will have an easier way to adjust intonation in real time.
