The gazette information might well be for public consumption but it is sold
for a fee. And the wording surely belongs to some ministry bureaucrat, who
is acting on behalf of the ministry concerned that issued the gazette.

Just because a particular publication is in the public domain does not
really take away from the fact that some entity retains copyright to it.
