Wynne's Dahlias are able to ship to the Netherlands- but only the tubers from our gardens. We have the Dept of Agriculture here every year to inspect & do soil tests for disease & pests. So far we've passed all inspections every year. You would have to pay for a phytosanitary certificate-- $43.00 US-- that goes with the order for the Netherlands customs. The overseas shipping cost would depend on the size of the order- the USPO has a single rate box that holds about 18-20 tubers plus packing material for $41.95 US. Otherwise, the cost is by the pound. Cory WynneWynne's DahliasFerndale, WA
