your collaboration with others knowledgeable in the newly
emerging growth industry of internet education programs,
course management and "courseware" development,
in which industry my brother Bryan in Virginia is opening
a new chapter with open source software that gives his
company offering the support data center a major competitive
edge. As I understand the situation from my less than novice
level of information on this, your team could make major
breakthroughs in teaching your information by using the format
of electronic engineering "courseware" tailored to include
and expand upon the presently outdated curriculum at
universities around the world. I know your time personally
is constrained, but you may know folks with the time and
inclination to render your many papers and articles into
the kind of format that fits the "courseware" parameters
and such education and training programs marketed via
the established networks in this industry that Bryan knows
about could provide not only the opportunity you seek to quickly
and properly educate the scientific community, especially the
coming generations of engineers, but from what he says about
the economic potential, this could also provide a significant
revenue stream that would help in future development and
manufacture of your MEG Motionless Electromagnetic Generator.

Presently we have an agreement for the financing of the MEG, and we are
rebuilding a demonstrator (our last working model of three was destroyed)
for the first phase of it. Under the first phase of our agreement, we have
enough funds just to rebuild the demonstrator. Then successful testing will
move us into the second phase and receipt of the full funding, to complete
full engineering development. So we are not seeking additional financing or
agreements at this time.

The problem in the entire "energy from the vacuum" area is the horribly
obsolete old electrical engineering model, taught in all our universities
and stuck together as a serious curtailment in the 1880s of Maxwell's
theory. Then in 1892 Lorentz - just to get simpler equations easier to solve
algebraically, and avoid such tiresome numerical methods - arbitrarily
symmetrized the already-sharply-curtailed Heaviside equations. At one
stroke, Lorentz thereby arbitrarily discarded all asymmetrical Maxwellian
systems! And it is those "symmetrized Heaviside equations" that are
erroneously taught as "Maxwell's theory".

free E-field energy pulses back into the MEG for receipt and use as "free

That same paper shows (1) a Takahashi magnetic Wankel engine, which uses a
known effect to kill its back mmf, and (2) an illustration showing how a
generator-powered electrical power system is actually "powered". It is not
by cranking the shaft of the generator and transducing mechanical energy
input into the Poynting energy flow pouring from the generator terminals.

To build a permissible COP>1.0 EM power system taking its excess input
energy directly from the local vacuum, one must a priori build an
asymmetrical Maxwellian system - since the extra, free (or nearly free)
energy input from the local vacuum environment is an asymmetrical condition.
So this is precisely the kind of Maxwellian system that Lorentz arbitrarily
discarded in 1892, and that all our electrical engineering departments,
professors, and texts continue to arbitrarily discard by their continued use
of the Lorentz symmetrizing.

Since a great number of persons confuse thermodynamic efficiency with
thermodynamic coefficient of performance (COP), we clarify the two in K.
Moore, M. Stockton, and T. Bearden, "Electromagnetic Energy from the Vacuum:
System Efficiency (å) and Coefficient of Performance (COP) of Symmetric and
Asymmetric Maxwellian Systems," available from

energy than is input to it, because that would violate the conservation of
energy law and require creation of energy from nothing. Thus its efficiency
(useful output divided by total energy input, from the operator and
environment etc.) is always less than 100%. However, if it receives excess
energy freely (or nearly freely) input by its active environment, the system
can still exhibit COP>1.0. A common home heat pump has an efficiency of
about 50%, and wastes half of all its input energy. But it receives so much
extra heat energy input (nearly freely) from its external environment that
it can and does produce COP = 3.0 to 4.0.

But the heat pump is an asymmetric system, as are all COP>1.0 power systems.
Therefore, when Lorentz (and our present EE departments) discarded and
continue to discard all asymmetric Maxwellian systems, they arbitrarily
continue to discard all "energy from the vacuum environment" Maxwellian
electrical power systems that could produce COP>1.0.

As is known in modern physics, an "isolated" classical charge actually
polarized its surrounding vacuum with opposite charge, so it is part of a
dipolar ensemble. Further, since the award of the Nobel Prize to Lee and
Yang in Dec. 1957, for their prediction of broken symmetry in physics
(proven very quickly by Wu and her colleagues in Feb. 1957), the broken
symmetry of opposite charges - and hence of any dipole or dipolarity - has
been solidly established and accepted. As Lee pointed out, a broken symmetry
means that "something virtual has become observable". It follows that every
charge and dipole, being a rigorous broken symmetry, must transduce virtual
state energy of the vacuum into real observable EM energy (real photons,
continuously emitted by the charge or dipole) without any "observable"
input. The fact that a charge does this has been experimentally established,
but since no one could classically explain it, the "source charge problem" -
which is the key to solving the energy crisis forever - has just been
scrubbed from the books. (As has Heaviside's giant curled EM energy flow
component accompanying every Poynting energy flow component, and usually a
billion to a trillion times in magnitude as is Poynting's flow. There again,
Lorentz did the dirty work, eliminating that component, and his method of
arbitrarily eliminating it is still being universally taught in all our
universities.

So Lorentz also arbitrarily eliminated Heaviside's giant curled energy flow
component because no one could explain how every generator and battery
actually output a billion to a trillion times as much energy as is in the
accounted Poynting component. Lorentz reasoned that, since the divergence of
the curl is zero, the huge curled component does not interact with anything,
and thus "has no physical significance". So he just integrated the entire
energy flow vector around a closed surface chosen arbitrarily around any
volume element of interest. That neatly disposes of the nondivergent
Heaviside component, while retaining the divergent Poynting component.

We note strongly that, at the time, there was no special and general
relativity, and no notion of an active vacuum interaction. The "divergence
of the curl is zero" rigorously applies only in a flat spacetime (which is
of course assumed in the CEM/EE model). If the local spacetime is curved,
then the curled Heaviside component can have a small divergence anyway. That
is in fact used in one area of physics, negative resonance absorption of the
medium, although the scientists in the area do not understand where the
actual excess energy is coming from, since they do not realize there is a
giant curled Heaviside energy flow component that has long been ignored. But
one leading researcher in that field titled a paper this way: Craig F.
Bohren, "How can a particle absorb more than the light incident on it?"
American Journal of Physics, 51(4), Apr. 1983, p. 323-327. "Under nonlinear
conditions, a particle can absorb more energy than is in the light incident
on it. Metallic particles at ultraviolet frequencies are one class of such
particles and insulating particles at infrared frequencies are another." [My
comment is that this statement is false, because it requires violation of
the conservation of energy law. However, the particle does absorb more EM
energy from its input energy than is in the Poynting component of that
energy input. The remainder is the "anomalous" divergence of a tiny bit of
the giant curled Heaviside energy flow component, that has been ignored)].

[Comment: The Bohren experiment is repeatable and produces COP = 18. It is
performed many times every year, worldwide, in optical physics - and to date
the scientists in the area are still very cautious about even discussing the
thermodynamics of the effect, since they can come up with no known source of
the energy furnished for the excess EM energy divergence].

We noted that effect as a proven overunity effect, in my book, Energy from
the Vacuum: Concepts and Principles, 2002.

Indeed, Moore and I filed a PPA in Oct. 2005 on adapting the negative
resonance absorption of the medium (NRAM) process to produce novel heat
amplifiers - taking their excess heat energy from the vacuum (from the giant
Heaviside component) in steam boilers in most of our present electrical
power plants. The NRAM process, when optimized, produces COP = 18, and it
has been known since 1967. Adapting it in a non-optimal manner should still
yield about COP = 4.0. This type of adaptation, added to present steam
boilers in power plants, would allow the reduction of fuel consumption (or
nuclear fuel rod consumption) of 75%. This is replacing some of the input
"heat energy from fuel" by "free heat energy input from the active vacuum".

Further, the adaptation can be staged to provide higher gain and also
"close-looping" for self-powering. So an improved power plant, once up and
running and powering its grid and loads smoothly via normal fuel
consumption, could first be switched into "reduced fuel consumption" mode.
Then with that condition stabilized, it could be further switched into
"self-powering" mode, and all further consumption of fuel and fuel rods
could be stopped until the plant had to shut down again for periodic
maintenance etc.

Conceivably this could be applied to most of the present commercial
electrical power plants of the world. We estimate that developing the
adapted process would cost about $40 million, but would have a very
significant impact on reducing the present world energy-from-fuel crisis, by
beginning the "energy from fuel" no-brainer by "energy from the vacuum". In
other words, we do not have an energy crisis. We have an "energy from fuel"
crisis, because there is an escalating fuel crisis (and we are just losing
2.6% of the U.S.'s total oil supply, by a shutdown of 400,000 barrels per
day on the slopes in Alaska due to severe corrosion of the pipeline). There
is also a "scientific mindset" crisis, since our own scientific community
will not fund energy-from-the vacuum research in our universities, and since
they adamantly refuse to correct the sadly flawed old CEM/EE model used in
all our electrical power engineering.

Ken and I posted that NRAM PPA on my website, and we also freely gave it
away and passed it into the public domain. Anyone who wishes to tackle the
project, is absolutely free to do so. The PPA is T. E. Bearden and K. D.

He says the national K-12 dropout average is 30% and in some
States it is 60%, which problem his company and industry is
