on climate change is finally awakening. Now other States
have a precedent to follow to stimulate local actions
to address this, as businesses and consumers take

This is very timely, with the US national release coming at
the end of October of the acclaimed Canadian documentary
movie, "The Great Warming," which has tips on its website
for individual actions that help to this end. If and when

that we as individuals can take, also cutting our energy costs.

LOS ANGELES, Aug 31 - In a land where fortunes were spun from gold,
films and silicon chips, California's leaders envisage a "greenrush"
with their groundbreaking law to fight global warming.
California's legislature approved the Global Warming Solutions Act of
2006 on Thursday that will make the state the first to cap greenhouse
gas emissions, despite opposition from industry and energy groups that
call it "a job killer."
But Republican Gov. Arnold Schwarzenegger, who gets high marks from
environmentalists, backed the bill on Wednesday, saying it
"strengthens our economy, cleans our environment."
He and other bill supporters believe business can make more money by
switching to energy-efficient systems and developing clean
technologies. New jobs will sprout from a burgeoning service industry
to cater to companies' green demands.
They look at behemoths like General Electric Co., which unabashedly
admits to investing in environmentally friendly operations because it
sees lots of green, as in cash.
Schwarzenegger has been at odds over climate change with President
George W. Bush, who pulled the United States out of the 160-nation
Kyoto Protocol in 2001 because he maintained its mandatory caps would
be harmful for the economy. He also balked that developing countries
like China were wrongly excluded.
In July, the governor upstaged Bush by signing an accord with British
Prime Minister Tony Blair for joint research on climate action.
The bill to be signed by Schwarzenegger states that, by taking a
global leadership role, California can position its economy,
technology centers, banking and businesses "to benefit from national
and international efforts."
"This is confirmation of a state that knows an economic opportunity
when it sees it," said Fred Krupp, president of advocacy group
Environmental Defense.
California, the world's eighth largest economy and 12th largest
producer of greenhouse gases, aims to reduce its emissions to 1990
levels by 2020, a cut of 25 percent.
Two weeks ago, the University of California, Berkeley, published a
study that California's global warming action will add US$60 billion
to the US$1.5 trillion economy and 17,000 jobs annually.
But if the state also offers innovation incentives to business, the
boost to the economy will be US$74 billion and 89,000 new jobs
annually, the study said.
State officials note that California has already proved itself a world
leader on reducing carbon dioxide and other heat-trapping gases with
its benchmark law to reduce auto emissions and renewable energy policies.
They see a gold mine of opportunity in developing giants China and
India rather than a threat to their economy.
"We will be talking to China because they are asking for our help ...
on public participation and regulation to deal with pollution,"
California Environmental Secretary Linda Adams told Reuters.
"Somebody has to be in the lead and generally it is California," she
added.

Sept. 1, 2006 - As California moves to limit its greenhouse gas emissions to
fight global warming, the state joins an existing corporate movement to
embrace environmentalism - but California's motivation may be different from
what is driving some in the business world to go green.
For companies like General Electric, environmentalism is not about fighting
global warming or hopping on a trend: It's about the bottom line.
"We can't afford to have hobbies," said Gary Sheffer, executive director of
communications with GE. "This is not something we launched to burnish our
reputation or to make us feel better. This was about growing our company."
Sales of environmentally friendly products - from energy-efficient light
bulbs to cleaner locomotive engines - topped $10 billion last year, almost
double the year before.
"We are sold out of our solar products, we're sold out of our wind products
. and we're pretty much sold out on some of our most efficient aircraft
engines," Sheffer said.
Wal-Mart has also discovered the "green" in being green: The retailer is now
the number one consumer of organically-grown cotton in the world. The retail
giant is also doing brisk sales of organic clothing and food.
"Companies are seeing that increasingly people want more efficient, cleaner
products," said Fred Krup, president of Environmental Defense. "The smart
companies are looking ahead and seeing there are profits to be made here."
Save the Enviroment, and Save Money
California businesses now worried about the cost they'll incur cutting
emissions under Gov. Arnold Schwarzenegger's global warming bill should know
it may end up saving them money.
DuPont cut its emissions and saved $3 billion over the past decade by using
cleaner technologies to make chemicals and textiles.
FedEx found a way to save money and ease the strain on the California power
grid by running its airport operations in Oakland almost entirely on solar
power. The company's director of corporate and international environmental
programs said the savings will last decades.
"We will have a clean renewable supply of power at a consistent price, free,
from the sun, for 30 years," FedEx director of environmental programs Mitch
Jackson said.
And companies are not stopping there, the next step is the greening of
corporate offices.
For its new headquarters in New York City, the Hearst Corporation included a
waterfall designed to cool the lobby, and the new Bank of America building
is being planned so that cafeteria leftovers can be turned into methane for
electricity.

(EPA) has closed a deal making it the first federal agency to purchase
renewable energy, or "green power," equivalent to 100 percent of its annual
electricity needs. The agency signed a contract with 3 Phases Energy
Services to purchase more than 100 million kilowatt hours (kWh) in renewable
energy certificates, effective Sept. 1. The arrangement extends annual
green-power purchases to more than 190 EPA facilities nationwide.
This green-power purchase brings the agency total to nearly 300 million kWh
per year, which is equivalent to 100 percent of the electricity EPA uses
nationwide annually. It is enough electricity to power 27,970 homes for a
year.
"At EPA, we don't just talk the talk, we walk the walk," said EPA
Administrator Stephen L. Johnson. "For 35 years, EPA has been greening our
nation's landscape. By committing to alternative, renewable power sources,
the agency is meeting the president's call to green our nation's energy."
The green power purchasing program began in 1999, when EPA's Region 9
laboratory, in Richmond, Calif., became the first federal facility to
purchase green power equal to its total annual electricity consumption.
Since then, the program has steadily expanded to offset demand for
conventional electricity sources by supporting such renewable energy sources
as wind power, geothermal sources, and biomass - primarily through the
purchase of renewable energy certificates, or RECs.
RECs help reduce emissions associated with conventional electricity sources.
On an annual basis, EPA's total green power purchases offset more than 600
million pounds of carbon dioxide - roughly the amount 54,000 cars emit
during a year.
EPA worked closely with the Defense Energy Support Center on this latest
green power procurement. The contract, which continues through Sept. 30,
2007, supports the development of wind farms in California, South Dakota,
Oklahoma, and Wyoming.
As the first federal agency to purchase 100 percent renewable energy, EPA
continues to be an active partner in the agency's own Green Power
Partnership, a voluntary public-private program that promotes renewable
energy.
