The simple charter is this:

Improvement over Process.
Sharing over Selling.
Exploration over Boundaries.

Improvement over process means that if an idea or experience might be considered an improvement it doesn't matter if the idea comes from Waterfall process, from a Light Weight Process, or from an Ad Hoc process, the idea should be considered for its worth and not praised or railed because of the process that recognizes the improvement.

Sharing over selling means that the ideas should be shared openly and that there is no attempt to create a "priesthood" where there are a few that own the ideas and go about selling books and getting paid to consult and train. There is nothing wrong with selling books and consulting but this is an open forum and not a place to market such things.

Exploration over boundaries means that if you are a practitioner of a process that you zealously use and defend that you will not dismiss an idea just because it comes from a competing process.
