If there is a standard structure or content for your SOPs it's probably
worth the effort to develop a specialized topic type or types that implement
those standards. The new more general task type in DITA 1.2 is probably a
more attractive specialization base than the more techdoc-specific task
topic type in DITA 1.1 and prior.
If you have specific formatting requirements for SOPs (which seems likely),
having a specialization will tend to make it easier to automate that
formatting as well.
