Post this on the FMTuner list for a more comprehensive answer (and solutions), but I believe that indicates that the tuner needs to be aligned... not uncommon with older tuners.

I recently purchased the tuner off E-bay..everything
works..but when I tune a FM station the readout is off
by .1,,,I mean if i tune to the stations
frequency...like 89.7..I get the station. but in
mono..no stereo light..or the QSC..light..but if I
take it up to 89.8...its ok..it is that way with all
the frequencies..I am using a TERK powered antenna..is
there a way to adjust this or is this tuner
defective.....John...I have moved the antenna
around,,adjusted it,,that changes nothing....
