This is by no means about configuring anything. You _cannot_ enter APL
characters anywhere without having Dyalog APL installed because that means that
you have either an IME "thing" installed (Version 11) or it's successor with
Version 12.
Configuration issues rise when one tries to copy APL chars from an email or a
Wiki article into one of the Unicode-capable APLs (Dyalog, APLX, APL2) or vise
versa.

Really? Now you have to tell them that it is the plus key together with Ctrl (or
AltGr or whatever).
The only real benefit I can see is that we had APL characters which are also
part of any standard keybard but on different keys (plus, minus and others).
That can be fixed by putting them on the same keys in APL mode.

So you are using Version 11. There is no IME in Version 12 I am afraid. It come
with something different that delivers the same results. Well, almost. I am
forced to work with both 11 and 12, and I could tell you long stories about the
difficulties and frustration caused by that.
