The International PhD Programme in “Diversity Management and Governance” is
a new three-year English-taughtprogramme jointly launched by the University of
Bologna, the University of Graz, the New Bulgarian University of Sofia and the
University of Primorska.

How to Apply
Applicants must submit the following documents in .pdf format via email at the
address joint.phd@... later than November 30, 2009:
	 1. Application form
	 2. Research project structured with background, research presentation,
methodology, expected results (between 2,000-5,000 words)
	 3. CV in English
	 4. Diploma/Degree Certificate (plus English translation)
	 5. Proof of knowledge of English (TOEFL or equivalent, diploma from a UK or US
university etc.)
	 6. Two letters of recommendation
	 7. Transcript of university records (plus English translation)
Please note that application can only be accepted if sent to the
above-mentioned email address.
The Selection Committee is composed of the responsible coordinators in each
partner university. The research project will be a key component of the decision
since the project implies the identification of an appropriate supervisor by the
academic coordination board. The final decision on the acceptance of an
application is taken by the responsible coordinator in each partner university
for the respective applications.
Candidates assessed as eligible at University of Bologna shall enrol by January
15, 2010.

Tuition Fees & Scholarships
Tuition fees vary depending on the university of enrolment. Students enrolled at
the University of Bologna will have to pay approx. € 600,00 per year (if they
do not hold any scholarship), or approx. € 35,00 per year (for scholarship
holders).
The University of Bologna offers three study grants of about 13.600,00 € per
year to eligible candidates in the first 3 positions of the ranking list.
Furthermore, candidates are strongly invited to check the possibility forgrants
offered by the Italian Ministry of Foreign Affairs through its Embassies abroad
and Italian Institutes of Culture. The University of Bologna can offer enrolment
to three students holding a scholarship from their home government, the Italian
one or other Institutions.

   The relationship  between Turkey  and her near neighbours has been
long, multifaceted, and often difficult (if not  positively hostile).
Like most relationships where questions of identity are at  stake,
mistrust or fear of `the other' seems to be a constant element,
moving in  a cycle from background to foreground as circumstances
change.

That the questions  of identity in the case of relations with Europe
centre on religion, and especially on  the longstanding tensions between
Islam and Christianity, adds intensity plus a  veneer of normalcy to the
difficulties. But Turkey's relationship with Europe is  also one of
mutual influence over many centuries, where ideas on a range of  issues
including (among others) politics, economics, military science, art and
literature have crossed the shifting boundaries between these two
entities,  along with workers and travellers. The Ottoman  Empire was
either helped or hindered in its last  century, according to one's
standpoint, by European reforms and funds. Modern,  Atatrk-inspired
Turkey  certainly owes much of its social and political shape to
European ideas of  nationalism and modernity. And both the European
Union and Turkey  are currently engaged in an awkward, halting dance of
political and economic  unification to which neither side seems
particularly committed, but which  neither side wants strongly enough to
end. Particular bilateral  disputes with Greece and the long-running
Cyprus Problem complicate Turkey's  relationships with the EU.

Turkey's  relationships with her non-European neighbours are also
nuanced and often  problematic. The politics of the Armenian massacres
of the First world war  (which Turkey  denies was a genocide) have made
rapprochement difficult, despite recent  progress. Syria and  Iraq,
long sources of irritation because of their perceived support of the
Kurdish  terrorist group, the PKK, have seen generally improving
relations recently.  Further afield, Turkey's friendships with
Israel and now  Russia  have suggested that there is a perceived viable
alternative to looking  west.

Domestically, the  increasing role of religion under the current AKP
government has produced  tensions with the secular elite, as the two
groups vie to define the nature of  Turkish identity.

This workshop  provides an opportunity for scholars in various fields to
reflect on the long  relationships between Turkey  and her neighbours:
how these have developed; how they currently stand; and  where they
might be heading. Contributions for all areas of scholarly inquiry  will
be welcomed.

Applications for Chinese Government Scholarships 2010
— Postgraduate Study Project
The “Chinese Government Scholarships — Postgraduate Study Project”, set up
by the Ministry of Education of China (MOE), is intended to provide support for
building universities to an international high level, and to promote Chinese
higher education. Enrolment is managed directly by China’s key universities.
The MOE has entrusted the China Scholarship Council (CSC) with maintaining the
enrolment records and handling the routine management.
Categories of applicants and duration of scholarship
Categories of Applicant Duration of Study and Scholarship
Master’s Degree Students 2-3 academic years
Doctoral Degree Students 3-4 academic years
Note: Courses start in September 2010. In principle, the duration of the
scholarship as specified at the time of admission can NOT be extended. However,
if scholarship students take a one-year Chinese language course first, their
scholarship will be extended for one year.
Scholarship details
1. Full scholarship:
- Exemption from registration fees, tuition fees, laboratory experiment fees,
any internship fees, and costs of basic course materials and accommodation on
campus;
- Living allowance;
- One-off settlement subsidy provided following registration;
- Out-patient medical services charges together with membership of the national
Comprehensive Medical Insurance and Benefit Plan for International Students in
China.
Notes:
1) Students are personally liable for expenditure on any laboratory experiments
or internship costs over and above those arranged by the university.
2) Students are personally liable for expenditure on any course or other
materials over and above those prescribed by the host institution.
3) A monthly living allowance is paid by the host institution to scholarship
students at the following rates (CNY Yuan per month):
- Master’s degree students: CNY 1,700 Yuan
- Doctoral students: CNY 2,000 Yuan
4) The one-off settlement subsidy for new students who enrol for one or more
years will be of CNY 1,500
5) Re-imbursement of out-patient medical services refers to such expenses
incurred at the institution’s hospital or at a hospital appointed by the
institution. Students may be required to pay a certain percentage of such
expenses in accordance with the relevant regulations imposed by the host
institution.
6) The Comprehensive Medical Insurance and Benefit Plan for International
Students in China is provided by MOE to cover hospitalisation in the event of
serious illness or accidental injury.
7 ? Students are personally liable for their international travel expenses
Eligibility
1. Applicants must be non-Chinese citizens and in good health.
2. Applicants must not be not studying currently at a Chinese university —
students already studying in China can apply for a Distinguished International
Student Scholarship provided by the CSC.
3. Educational background and age limits:
Applicants for master’s degree courses must hold a bachelor’s degree and be
under the age of 35.
Applicants for doctoral courses must hold a master’s degree and be under the
age of 40.
Application deadline: from Nov. 1 2009 to Jan.15 2010

Full scholarship is available to qualified talented students who meet its high
admission standards which include appropriate TOEFL score, GRE and an excellent
CGPA from a recognized university. A minimum CGPA of 3.0 (on a 4 point scale) or

The Center invites applications for its RESEARCH ASSOCIATESHIPS for 2010-2011
from scholars and teachers at all levels of the educational system, as well as
from artists, community organizers and political activists, both local and
international. Associates are provided with offices in our spacious facility,
faculty library privileges, and the collegiality of a diverse community of
feminists. Research Associate applications are accepted for either a semester or
the academic year. The Center supports projects in all disciplines so long as
they focus centrally on women or gender. Research Associateships are

"RELIGION AND POLITICS IN THE CONTEXT OF MODERNITY" - A FELLOWSHIPS PROGRAM AT
THE NEW EUROPE COLLEGE (the academic year 2010-11)
New Europe College - Institute for Advanced Study in Bucharest, Romania -
announces the competition for Fellowships on the topic "Religion and Politics in
the Context of Modernity" for the academic year 2010-11.
The program targets young Romanian and international researchers/academics
working in the fields of humanities and social studies. Applicants must be
doctoral students, or hold a Ph.D. title.
Duration of the Fellowship: a) a full academic year (10 months, October through
July) or (only for the international Fellows) b) a one-term fellowship (October
through February, or March through July). Location: New Europe College in
Bucharest, Romania.
The Fellowship consists of a monthly stipend of 600 Euro (tax free),
accommodation, international transportation to and from the home country of the
Fellows at the beginning and the end of the Fellowship, as well as for season
holidays. The Fellows who stay for the whole academic year are offered a
one-month research trip abroad to an institution of their choice (2,600 Euro for
transportation, accommodation, and per diem).
The Fellows are expected to work on their own projects and take part in the
scientific events organized by the New Europe College. At the end of their
Fellowship, each Fellow is expected to hand in a research paper reflecting the
results of his/her work over the duration of the Fellowship. The papers will be
included in a NEC publication.
Working languages: English, French, and German. A good command of English is
desirable.
The deadline (the arrival date, not the mailing date) for the international
candidates to submit the application both by regular mail and e-mail is February
1st, 2010. The applications will be evaluated by the Academic Board of the NEC.
The applicants will be notified by e-mail and regular mail on the results of the
evaluation process at the beginning of the month of March. The shortlisted
candidates will be invited for an interview organized at the NEC, in Bucharest,
on April 9-10, 2010.

Journeys of Expression VIII

Celebrating through times of crisis: prospects and potentials for
tourism, festivals and cultural events



Copenhagen, Denmark 20th - 21st April 2010



Building on the established collaboration between the Centre for Tourism
and Cultural Change (CTCC) and the International Festivals and Events
Association (IFEA), this conference will bring together international
academic researchers in the field of tourism and festival studies with
policy makers and practitioners in the festivals and cultural events
sector. The CTCC and IFEA are delighted to be working in partnership
with the Centre for Tourism and Culture Management, Copenhagen Business
School in the organisation and hosting of this event which coincides
with IFEA's annual conference.



The conference will discuss the complex implications of the global
economic downturn for the relationships between tourism, festivals and
cultural events. We particularly welcome paper proposals that consider
questions of how the balance between social, artistic and commercial
aspects of festivals can be sustained during these challenging times and
how festivals and cultural events and their attractiveness to tourists
may contribute to addressing economic, social and environmental crises
at local, regional, national and international levels. The conference
will take place in Copenhagen, Denmark and will form the 8th edition of
the 'Journeys of Expression' conferences organised by the CTCC with
partners since 2002.



Conference Aims



Festivals and cultural events of all kinds are of enduring and growing
interest to policy makers and practitioners in the arts, community
development, regeneration and, tourism sectors. This interest and
involvement gives rise to a number of critical questions concerning the
relationships between these sectors in the development, management and
evaluation of festivals and cultural events during times of economic
downturn, social and environmental crises. The conference aims to share
the latest research findings and debates in these areas of critical
concern for researchers, policy makers and practitioners alike.
Proposals for papers are welcome from researchers working across the
social sciences and humanities in examining festival and tourism
relationships in any international setting.

Key themes of interest to the conference include:



* Economic development policy and regeneration dimensions of
festivals and cultural events
* Partnerships and collaborations in festival planning, management
and performance

Democratic politics worldwide are increasingly being conducted and
re-configured through the domain of digital communications networks. The
socio-technical developments, such as Web 2.0, facilitating these
media-saturated public spheres are in little doubt. What is highly
contested however is the interpretation of what these profound changes
offer for democratic governance in the twenty-first century. At its
heart is the recognition that these new media networks are themselves
the crucial site for a historical confrontation between opposing
political and/or business interests and discourses intent upon forging
new forms of social relations.



We will address questions such as:



What new forms and relations of power are produced in the digital
network society?



Who are the key social actors shaping the new public sphere and what are
their respective strategies, framing, and repertoires of action?



What is the democratic potential of Web 2.0 applications such as social
networking, blogging and twittering?



What empirical evidence do we have to understand and assess these
developments?



How is networked democracy influencing new democratic societies?



What are its consequences for human rights, social sorting, migration,
e-government, community politics, surveillance, protest, participation,

The AK Partys chronic political insecurity may have passed a threshold as
the ruling party resurfaces as an actor taking advantage of its pro-European
Union sentiments to begin a grand negotiation with Turkeys thus-far
publicly shunned Kurdish leaders after decades of bloodshed. This new window
of opportunity could not have emerged without the explosion of the Ergenekon
incident, which has offered a persuasive critique of the closed, dark,
intolerant and secret communities friendly with the military bureaucracy and
state officials but insidiously devoted to destroying the government. In the
post-Ergenekon era, the new democratic opening represents a significant
departure from a military solution to the Kurdish issue which has blocked
civilian imaginations by declaring the Kurdish identity demands as a
security threat to the officially proscribed Turkish identity. The real
issue at stake now for the AK Party government is a redefinition of the
locus and space where the phenomenon of real political power takes place in
Turkey.

This commentary reflects on the Turkish governments recent opening to
address the Kurdish problem and the domestic, regional and international
conditions that created a conducive environment for this initiative. It
maintains that although the Turkish leadership has grasped the new dynamics
of the regional and domestic developments and changed its conventional
perception of the problem, the initiative is constrained by the fact that it
is motivated by a concern to remove the violent aspect of the Kurdish
question, i.e., terminating the Kurdish insurgency once and for all. It also
suggests that despite the optimism generated by the opening to solve the
Kurdish problem, the achievement of its ultimate objective is far more
complex than seen at the first glance. The commentary places a special
attention on the dilemmas encountered by the Democratic Society Party as it
seeks to represent the demands of its predominantly Kurdish constituency.

The Kurdish initiative announced by the governing Justice and Development
Party has increased the discussions on the proper ways and forms of dealing
with the Kurdish question in Turkey. The announcement acted as an opening of
Pandoras box through which all different images of the problem began to be
manifested simultaneously. Assuming that the public perception would have a
direct impact on the trajectory of the implementation of the initiative,
this essay examines different aspects of the public perception of the issue
by relying on the findings of a joint survey conducted by SETA and Pollmark.
It is contended that effective settlement of the Kurdish question requires
encountering and resolving certain tensions in the public perceptions, which
can be done by achieving a language in which the grammar of politics and the
values that maintain social integration is more transitional and
interdependent.

This essay examines the validity of the argument that the alleged
theological lack of state-religion separation in Islam is the reason for
authoritarianism in many Muslim-majority countries. The essay criticizes
this argument by showing that a) secularism, in the sense of state-religion
separation, is neither a necessary nor sufficient condition for democracy;
b) Islam is not an inherently and exceptionally political religion, and c)
20 out of 46 Muslim-majority states are secular. The essay point out that
rather than analyzing the so-called essence of Islam as prodemocratic or
anti-democratic, it may be more effective to explore the socio-political and
economic conditions that have led to democracy or authoritarianism in
Muslim-majority countries.

While the question of the relationship between Islam and democracy continues
to attract significant attention from scholars and policymakers, African
cases have been largely absent from these debates. This article argues that
the experiences of sub-Saharan African Muslim societies may nevertheless
have much to contribute to our understanding of democratic prospects in the
Muslim world. Considering the experiences of three Francophone countries of
Sahelian West Africa, it explores the ways in which the democratization
experiments led by secular civil society activists in the early 1990s moved
from the initial resistance of deeply religious Muslim majorities to an
acceptance of democracy as the only legitimating bases of political systems.
The article argues that this was possible due to the significant negotiation
both within religious society and between religious groups and the secular
elite on the actual content of democracy. These cases thus suggest a number
of tentative but important lessons for our understanding of democratic
possibilities in the Muslim world.

Islam and democracy are said to be in a relationship fraught with problems
as the former, allegedly, does not allow secular law to be put above divine
law or accept the legitimacy of worldly authorities. This relationship is
less problematic in Indonesia, a democratic Muslim-majority country, the
argument goes, due to the syncretic forms of Islam practiced in the
archipelago state that are less dogmatic, and hence more conducive to
democratic principles. While this is a valuable point, various factors
extraneous to moderate Indonesian Islam, such as a fragmented Islamic
authority in civil society, a weakly institutionalized party system as well
as dynamics triggered by recent institutional reforms all play a role in the
continuing insignificance of political Islam in the country.



*Muslim Democratic Parties in Turkey, Egypt, and Morocco: An Economic
Explanation

The recent emergence of Muslim democratic parties such as AKP in Turkey and
PJD in Morocco draws attention to the perennial question on the moderation
of Islamist parties yet again. Economic liberalization and the accompanying
socioeconomic transformation underlie the democratic and liberal turn
political Islam has taken in the Middle East. The precise nature of
liberalization is critical to this moderation. Competitive liberalization,
by enabling peripheral groups to benefit from liberalization, conduces to
the renewed interest in democracy and a liberal system. Crony
liberalization, by reinforcing the archaic rent-seeking relationship between
the state and big business and continuing to marginalize the peripheral
groups from politics and the economy, sustains the interest of peripheral
groups in the reactionary discourse of Islamism. The strength of Muslim
democratic parties is a reflection of competitiveness economic reforms
introduce in the society and the economy.



*Globalization and the Crisis of Authoritarian Modernization in Turkey

Conventional models developed through the conceptual lenses of modernization
theory dating back to the 1960s, are no longer applicable to Turkish
politics; they fall short of grasping the changes that Turkish ideologies
experienced in recent decades. In the face of Turkeys growing
democratization and societal modernization, Turkish secularists have lost
their status as agents of reform and gradually emerged as defenders of the
status quo in the face of the rapid mobilization of Anatolian-based
conservative society. However, no factor was more responsible for this
transformation than the comprehensive external and internal structural
changes that Turkey experienced in the post-Cold War era, leading to the
emergence of a globalist conservative ideology in large parts of Anatolia.
This paper examines the question of why those who are commonly associated in
Western scholarly discourse with progress and modernity, have fallen behind
the Muslim conservatives in pursuit of democratization and further
integration of the country with the West. The paper argues that at the root
of the present conflict lies the tension between two modernization routes: a
bureaucratic top-down modernization that has allowed the allocation of
privileges to the secularist/nationalist elites, and the grassroots
socio-economic mobilization of conservative societal elements benefiting
from international integration and globalization.



*The Rise and Decline of the Turkish Deep State: The Ergenekon Case

This article tests Mancur Olsons theory of distributional coalitions
against the case of the Turkish deep state. Olsons theory holds that
rent-seeking (or specialinterest) groups tend to be exclusive by nature and
pursue only the interests of their own members. Since their members account
to a very small minority, these groups present their interests as being the
interests of larger communities. The article argues that the Turkish case
confirms the fundamental assumptions of the theory of distributional
coalitions. An analysis of the historical process of the newly-exposed
Turkish deep state reveals that, when put in proper context, its clandestine
activities manifest a pattern which involves systematic efforts of an
exclusive circle of group members (1) to impact the workings of Turkish
society, and more recently, (2) to reverse the countrys democratization
process in an effort to sustain the networks dominating influence.



*Charting the Hamas Charter Changes
*Mohamed Nimer
Insight Turkey, Vol. 11, No.4, 2009, pp. 115-130

Hamas Charter has sparked a lot of controversy, both inside and outside the
organization. This paper offers a critical analysis of the original Charter
that was issued in 1988. The document attempted to offer an ideology to
counter Zionism, but it advocated views that are essentially anti-Jewish,
xenophobic and outside the mainstream of the scholarly tradition of Islam.
The paper also highlights the contradiction between the search for a just
peace and the language of triumphalism and demonization in the Charter.
Tracing the political development of Hamas since 1992, the paper presents
evidence that current political leaders of Hamas are moving the organization
beyond the ideological rhetoric of the early years of the movement. While
they have abandoned the outdated Charter, they have not developed a credible
perspective on negotiating peace.



*Peacemaking between America and the Muslim World: A New Beginning?

The arrival of the Obama administration has created opportunities for
positive and enduring change in U.S. relations with the Muslim world.
Although early attempts to replace confrontation and ideological
inflexibility with a more circumspect approach rooted in conciliatory
gestures and enlightened political realism are encouraging, more
substantial shifts in U.S.-Islamic relations will require commitment to a
strategy of active peacemaking that moves beyond the standard repertoire of
concepts and practices associated with the Cold Wars dominant international
relations paradigm. Such a strategy would seek to grasp the potential
inherent in President Obamas stated commitment to founding relations upon
mutual interest and mutual respect, breaking the present impasse in
U.S.-Islamic relations through principles and prescriptions derived from
academic studies of peacemaking as well as from a critical re-evaluation of
past U.S. policies.

Turkey successfully gained provisional membership of the United Nations
Security Council by receiving support from 151 states in the UN General
Assembly. Turkey is serving in the SC for the period between January 1, 2009
and December 31, 2010. This historic achievement was the end product of
arduous efforts on the part of the Erdogan government which has braced
itself for membership of the Security Council since 2003. Membership no
doubt brings Turkey plenty of benefits, like enhancing Turkeys
international political weight and prestige. However, it also poses
challenges to the credibility of Turkeys multi-dimensional and assertive
foreign policy with its strong tinge of fairness. Turkey ought now to take
principled stances on many key issues relevant to international peace and
security even at the cost of disappointing its long list of friends.

Applications are invited for these prestigious postdoctoral fellowships funded
by the University and targeted at excellent women scientists and engineers,
under-represented in these subjects, who wish to establish a research career in
the UK.  The Fellowships are available from October 2010.
As this scheme offers a recognised first step into an independent research
career, candidates must have submitted a PhD (viva does not need to have taken
place) and have had no more than four years’ full-time postdoctoral experience
by 1 October 2009.  Career breaks such as maternity leave, EU national service
and Voluntary Service Overseas can be discounted, but teaching experience and/or
time spent in industry since the award of a PhD should be included in the total
amount of postdoctoral experience.  Part-time work will be considered on a
pro-rata basis.  Individuals who have been promised, or already hold, a
permanent post are considered to have achieved the aims of the scheme already
and will not be eligible.  The scheme is designed to offer support and
flexibility.

The “International Research Center for Intercultural Studies” (C.I.R.S.I.)
promotes an International symposium on "Identities, gender and in-equalities" in
order to extend and deepen the debate on gender and migration launched by the
first issue of the Quarterly Journal “Temperanter” which will be presented on
that occasion (“Temperanter”, n. 1, January-March 2010: “Women and Equal
Opportunities: a Challenge for Everyone”).
Segregation and exclusion of non-dominant ethnic, linguistic, sexual, religious,
etc. groups, have been consolidated through time by the instauration of a
discriminatory system based on the imposition of false and subordinating
representations. A wider interest on these topics has determined an important
progress at the theoretical and philosophical level, although rarely followed by
effective policies and practices. The following topics can be presented through
the most appropriate scientific approach (sociological, literary, psychological,
juridical, historical, trans-disciplinary, comparative, etc.):
- relationship between theories and practices on gender, gender and migration,
trans-gender, gender and linguistic, religious, etc. minorities
- innovative theories on gender, gender and migration, trans-gender, gender and
linguistic, religious, etc. minorities
- innovative applications of consolidated theories on gender, gender and
migration, trans-gender, gender and linguistic, religious, etc. minorities

Languages of the symposium: Italian, English and French.
The selected papers will be published.

The UCL Overseas Research Scholarships (UCL-ORS), aim to attract high-quality
international students to UCL to undertake research.
Approximately 40 Overseas Research Scholarships (UCL-ORS) are available
annually.
Eligibility Requirements
Applicants must be
	 * Admitted to or currently registered at UCL for full- or part-time MPhil/PhD
or EngD research, and
	 * Liable to pay tuition fees as the overseas rate (overseas fees status), and
	 * Holding or expecting to achieve at least a UK 2.1 Honours undergraduate
degree or equivalent qualification.
While current students may apply, those entering their third year of research
will normally only be considered for funding in exceptional circumstances.
Selection Criteria
Awards are made on the basis of academic excellence and research potential.
Successful applicants will normally hold or be expected to achieve a UK 2.1 or
equivalent foreign undergraduate degree. Financial circumstances are not taken
into account.
Value: Benefits and Duration
Awards consist of fee funding to cover the difference between overseas and UK/EU
tuition fees.
UCL-ORS recipients who do not have any other fee funding will receive additional
UCL funding to cover remaining tuition fees for the duration of the UCL-ORS
award.
Awards are tenable for years 1, 2, and 3 of a full-time M.Phil./PhD degree
programme (or years 1-5 of a part-time programme), subject to annual review and
renewal.
If granted, funding begins at the start of the next academic session.
Applicants are advised to secure additional funding to cover living costs, which
are estimated to be at least £11,000 per year. UCL-ORS awards may be held in
conjunction with UCL’s Graduate Research Scholarships and other non-fee
awards.

Tuition Fees & Scholarships

Tuition fees vary depending on the university of enrolment. Students enrolled at
the University of Bologna will have to pay approx. &#65533; 600,00 per year
(if they do not hold any scholarship), or approx. &#65533; 35,00 per year (for
scholarship holders).

The University of Bologna offers three study grants of about 13.600,00
&#65533; per year to eligible candidates in the first 3 positions of the
ranking list.
Furthermore, candidates are strongly invited to check the possibility for grants
offered by the Italian Ministry of Foreign Affairs through its Embassies abroad
and Italian Institutes of Culture. The University of Bologna can offer enrolment
to three students holding a scholarship from their home government, the Italian
one or other Institutions.

This is a survey based on Ottoman and Turkish interpretations of how a nomadic
society developed a professional military institution that would play a
significant role in world history from 1300-1918. The book focuses the
revolutions in military affairs and transformations that enabled the Ottomans to
field an effective fighting machine.

The Ottoman Army had a significant effect on the history of the modern world and
particularly on that of the Middle East and Europe. This study, written by a
Turkish and an American scholar, is a revision and corrective to western
accounts because it is based on Turkish interpretations, rather than European
interpretations, of events. As the world's dominant military machine from 1300
to the mid-1700's, the Ottoman Army led the way in military institutions,
organizational structures, technology, and tactics. In decline thereafter, it
nevertheless remained a considerable force to be counted in the balance of power
through 1918. From its nomadic origins, it underwent revolutions in military
affairs as well as several transformations which enabled it to compete on
favorable terms with the best of armies of the day. This study tracks the growth
of the Ottoman Army as a professional institution from the perspective of the
Ottomans themselves, by using
  previously untapped Ottoman source materials. Additionally, the impact of
important commanders and the role of politics, as these affected the army, are
examined. The study concludes with the Ottoman legacy and its effect on the
Republic and modern Turkish Army

The USAID’s Pre-Service Teacher Education Program (Pre-STEP) is pleased to
announce a scholarship competition for Pakistani nationals to pursue PhD degree
studies in the field of education in the United States. The Pre-Service Teacher
Education Program in Pakistan is a 5 year program funded by the United States
Agency for International Development (USAID) to support pre-service teacher
education throughout Pakistan.

Pre-STEP is five-year program funded by the United States Agency for
International Development (USAID) to support pre-service teacher education
throughout Pakistan. The purpose of the scholarship program is to strengthen the
capacity of faculties of education and other teacher preparation institutes to
implement the Government of Pakistan’s new four-year Bachelor of Education
degree program, B.Ed. (Hons). Priority will be given to the fifteen universities
that form the core of Pre-STEP’s program for capacity building in education.
The fifteen (15) Pre-STEP partner universities are:
