HUGHES RELEASES E-LEARNING PLATFORM FOR INDIA: Hughes Network Systems
has released Direcway, a satellite-based e-learning initiative
targeted for India that lets users interact with instructors. In
addition, the company plans to deploy Spaceway, a project for
providing users with bandwidth-on-demand satellite communication,
high-speed Internet access, corporate intranets, and multimedia
broadcasting. Hughes intends to launch the service in the Asia
Pacific, to be followed by systems in North America, Europe, Asia,
and Latin America, says Hughes Chairman Pradman Kaul.

UNIVERSITY OF MARYLAND REACHES OUT TO NAVAL COLLEGE STUDENTS: The
University of Maryland University College is now offering a new
online master's-degree program that will accept credits from a
program run by the United States Naval War College. Beginning in the
spring term, senior-level civilian staff members and military
officers who have completed the War College's Joint Professional
Military Education certificate program can transfer 18 out of 20
credits toward an online master's degree in management. A master's
degree is now expected of anyone wishing to join the ranks of senior
officers, says Maryland's James B. Cronin.

Pentagon repair work ahead of schedule By Rudi Williams, American
Forces Press Service Workers are ahead of schedule in repairing the
huge hole sliced out of the Pentagon on Sept. 11 by a terrorist-
hijacked airliner. Brett D. Eaton, communications director of the
Pentagon Renovation Program, said 100 to 200 employees a week have
been able to return to the building as fast as workers rebuild
sections. More than 1,000 employees so far are back from leased
office space in surrounding communities, he said. More than 24,000
military and civilian employees fill the Pentagon every workday.
Thousands were displaced when the airliner slammed into the building,
killing 125 people on the ground, Eaton noted.

Navy appoints single leader to manage multibillion intranet project
By Joshua Dean: The Navy has appointed an admiral to manage the Navy
Marine Corps Intranet (NMCI), one of the largest information
technology projects in the federal government. Rear Adm. Charles L.
Munns, a graduate of the U.S. Naval Academy in Annapolis, Md.,
currently commands Submarine Group Eight and is expected to begin
managing the complex NMCI rollout in mid-February. Munns was involved
in the early stages of developing NMCI and will be able to come in
and hit the ground running, said Capt. Chris Christopher, the
Navy's deputy program executive officer for information
technology
and director of NMCI services.

e-Learning Firm Readies Section 508 Compliance: e-Learning software
developer SmartForce said 5,000 hours of its e-learning content
conforms with the accessibility standards under Section 508 of the
Rehabilitation Act. Section 508 requires government agencies to
ensure its employees and other people with disabilities have equal
access to IT services. The company has worked with Octavia Corp.
since last June to make its content and "learning paths" accessible
using screen readers and other assistive technologies. The
partnership will yield other accessibility approaches, including
accessibility reviews, consulting, training, and legacy content
conversion and remediation, the companies said.
Higher Ed Partnership Builds E-Bridge to Feds: Several higher
education organizations have formed a partnership to standardize on
technology for electronic transactions between universities and the
federal government. Under the auspices of the Higher Education
Bridge Certification Authority (HEBCA), university researchers will
be able to securely submit documents -- financial statements, student
loan agreements, registration and attendance for Internet-based
distanced learning -- to federal agencies. The HEBCA

OCLC Finishes Purchase of netLibrary eBooks: OCLC Online Computer
Library Center, a nonprofit that provides computer-based cataloguing,
reference, and preservation services, has purchased the assets of
netLibrary, a provider of eBooks for academic and corporate
libraries. The sale includes the eBook division, which will become a
division of OCLC, and the MetaText eTextbook division, which will
become a for- profit. Meanwhile, MetaText, which has partnered with
leading textbook publishers to place textbooks online, unveiled a new

Western Governors University Meeting Access Goals: The Western
Governors University released its annual report, which said the
private, non-profit university, founded by 19 western governors, is
achieving its goals to expand access to higher education, especially
for working adults. WGU President Bob Mendenhall said, "the
constraints on time due to work and family commitments are access
issues ... so the flexibility provided by WGU's online, competency-
based model is very appealing to a broad spectrum of students." WGU
currently has about 2,500 students enrolled, up from 500 students one
year ago. The average WGU student is 40 years old, and over 90
percent work full-time.

Court Rules 'Thumbnail' Images OK, Full-Sized Copies Not: In an
important decision for the application of copyright law on the
Internet, a federal appeals court has ruled that while Web sites may
legally reproduce and post "thumbnail" versions of copyrighted

artists' exclusive right to display their own works. The Ninth
Circuit Court of Appeals affirmed and reversed in part a district
