*Coastal and Marine Environment Programme* The National Parks Board (NParks)
is championing an inter-agency initiative to strengthen Singapore's capacity
in areas related to the coastal and marine environment (CME). As part of
NParks' commitment to this initiative and to marine conservation in
Singapore, we will be recruiting a new team to form a CME Programme Office
under the National Biodiversity Reference Centre. The work of the office
will provide Singapore with a strong basis to adopt a proactive, balanced
and forward-planning approach to CME-related policy, management, and
research-direction issues, consistent with its long-term economic and
sustainable development goals.
The interdisciplinary team will work closely together to undertake a broad
range of technical projects, including ecology & the environment, coastal
dynamics, legislation & regulations, and other technical areas of coastal
and marine environment concern.
An external committee of domain experts will provide advice on these
projects. Publication of results will be a key deliverable of the team. Team
members are expected to work collaboratively with each other and with
counterparts working in related areas within NParks and other
agencies.*Assistant
Director, CME Programme Office *
To translate strategic directions into work programmes to achieve the goals
of the CME Programme. To manage team members, and to hold overall
responsibility for the administration, database management, reporting and
smooth running of the office, as well as for the technical projects
initiated. To provide technical representation at international, regional
and national forums.
The successful applicant is likely to have a Ph.D. in a relevant field and
10 years' experience in areas that will add value to the office. Good
presentation, negotiation and communication skills, and experience in
managing a multi-disciplinary team are essential.
*Analyst / Modeller*
To identify relevant biological and environmental trends and patterns based
on the analysis of large data sets, including GIS data. To quantify and
model such biological and environmental processes in order to predict and to
elaborate on scenarios related to the coastal and marine environment. To
make use of existing data, and to identify data gaps that have to be
addressed in order to provide policy, management and research insights. To
generate high quality academic or industry publications and reports.
The successful applicant is likely to have a relevant postgraduate
qualification and at least 3 years' work experience that will add value to
the office. Proven competence in modelling, especially in coastal and marine
ecosystems, is essential. Academic or industry publication will be an
advantage. The position will require a particularly close collaboration with
the Data Manager. This is a senior position that may also involve
management-level responsibilities.
*Data Manager *
To set up a new, comprehensive relational meta-database for policy,
management, and research purposes, taking into account legacy databases, and
the data needs of key stakeholders. To acquire, sort and archive, and ensure
the compatibility of quantitative, qualitative, imaging and mapping data on
the coastal and marine environment from multiple data providers. To plan and
implement a system of data acquisition, working with multiple data providers
to increase the usefulness of the database. and to generate reports.
The successful applicant is likely to have a relevant postgraduate
qualification and at least 3 years' work experience that will add value to
the office. Proven competence in data management and database handling are
essential. A keen interest and working knowledge of both biology and
information technology is expected, with a qualification in either of these
fields. Practical experience in setting up/managing databases and
inter-operable systems will be highly preferred. The position will require a
particularly close collaboration with the Analyst / Modeller, and with
existing knowledge managers among key stakeholders. This is a senior
position that may also involve management-level responsibilities.
*Senior Programme Officers / Programme Officers (6 positions) *
A group of field and desk officers will manage technical projects related to
the goals, and support the day-to-day operations of the CME Programme.
Preparation of reports and publications will be a key deliverable, as well
as supporting the team in organization of technical meetings and
conferences.
Successful applicants will have at minimum a first degree in a relevant
discipline. Fresh graduates who can show evidence of capabilities will also
be considered. At least two years' work experience in ecology, environmental
management, coastal dynamics, environmental legislation or one related to
the CME Programme will be a strong advantage. More experienced and qualified
applicants may be considered for, and given more management-level
responsibilities.
*Administrator *
To be responsible for the general administration of the office, including
secretariat functions, and to spearhead the organization of technical
meetings and conferences.
The preferred candidate will be a degree holder with at least two years'
experience in administration. Candidates without degrees but with good
credentials will also be considered. Good written and verbal communications,
organising skills, and attention to detail are required. Some experience in
public relations would be an advantage.
*Administrative Assistant*
To provide administrative support for the office, liaise with service
providers and vendors, organize meetings and schedules, and similar duties
to facilitate the work of the team.
Two to three years' experience are expected, together with good people
skills and organising efficiency; a secretarial experience/qualification
would be an advantage.
*Project Officers, National Biodiversity Reference Centre*
*Dragonfly Project Officer (1 position)*
This project will draw together various current activities by NParks related
to dragonflies, including beautification of freshwater habitats in parks and
the potential of dragonflies in control of pests. Tasks will include the
survey and listing of species suitability; recommending and designing
habitat modifications in selected parks; and monitoring dragonfly
populations and their food supply.
The successful applicant will have a relevant degree, and at least two
years' experience in biological surveys and monitoring. A working knowledge
of dragonfly identification and biology will be a strong advantage.
*Development Project Officer (1 position)*
This is a temporary post to provide GIS services to a range of in-house
users on conservation and development projects; to process research
applications received from scientists in Singapore and worldwide; and to
maintain relevant databases on these and other topics.
The successful applicant will have a working knowledge of Geographical
Information Systems based on ArcInfo and ArcView, and a relevant degree.
