If Microsoft update or Windows update has not offered SP3 for your Windows XP machine you should read http://support.microsoft.com/kb/955307.

If after reading and making sure none of the reasons apply, then go ahead and install it if you want.  However, if you're not having problems with SP2, why bother.  From what I've read there's no great benefit for the average user.
