There is a product called Treesize, see link attached. This should do some of your requirements.

Anyone have recommendations for software that can extract  and
analyize the capacity and use data from storage or maybe servers?

For example, we have some Symmetrix arrays wherre we would love to:
  1 - get a handle on how to allocate cost (not chargeback, but a
budgeting tool), and
  2 - Assess if/how much class 1 storage we need to buy next year.
