The 18th International UFO Congress and Film Festival has just ended a week-long series of presentations into UFOs and extraterrestrial life with its annual finale of film awards. High on the list of award winning films were those featuring live footage of unidentified flying objects along with documentation and results of investigations. Approximately 900 attendees watched presenters show their best evidence of a phenomenon firmly pointing to the existence of extraterrestrial life. A key part of the Congress were many presentations that focused on the public policy implications of UFOs and extraterrestrial life. If anyone attending the Congress held serious doubts about UFOs and their national security implications, what they witnessed would have been more than enough to dispel these.

A New Paradigm for a World in Crisis

On the 25th & 26th of July, 2009, there will be an event that will mark a milestone in Spain and will set a precedent in Europe. It will be the occasion in which the leaders and propulsors of disclosure of the extraterrestrial presence by all of the world's governments, european as well as the U.S., will meet in a historic summit in Barcelona.

Right now we're in a moment of deep transformation in planetary awareness in which big changes are taken place, and many more are yet to come. Any transformation that's important entails (hard to avoid) a profound crisis; and this crisis is, without a doubt, undermining the foundations of our civilization. Nevertheless, we are faced with an opportunity without precedent to approach a new developmental paradigm. We, an only we, the citizens of this planet, have the responsibility and the opportunity to change the course of history.

The Exopolitics paradigm, is the paradigm of the 21^st century, in which life does not end in geospatial orbit, as it was understoood until now, but instead life extends way beyond that orbit. This fact profoundly changes our current understanding of Life, transforming the foundations of our civilization. As Alfred L. Webre asserts, “the truest conception of our human circumstance may be that we are on an isolated planet in the midst of a populated, evolving, highly organized inter-planetary, inter-galactic, multi-dimensional Universe society ”. If this is true, and there exists enough evidence to support it, then this has many and profound implications on our civilization right here on Earth.

Nations like France, England, Canada, Ireland, Denmark, Ecuador, Mexico, Brazil, Peru, Chile, among others, have and are declassifying their files on unidentified flying objects (ufos). Statements like Nobutaka Machimura's, the spokesperson for the japanese government, in which he concedes that he 'definitely' believes in ufos (19/12/2007). The Vatican recently (13/05/2008) declared that the christian faith does not impede believing in extraterrestrials; astronautas like Dr. Edgar Mitchell stated before the press that there has already been contact with extraterrestrials (24/07/2008); personalities like Nick Pope declared to the international press that, in the 80's, the british government issued combat pilots with orders to shoot down ufos, with no success in their attempts (26/01/2009). We could continue with numerable news from around the globe's press that will clearly indicate that an important change is taking place on the subject of extraterrestrial life.

We're but a step away from discovering that we are not alone in the Universe and that we have never been.

During this last step, in the middle of the great social and planetary challenges we endure, the Exopolitics paradigm can contribute with many tools and resources to approach a new developmental paradigm. Albert Einstein once said, "No problem can be solved from the same level of consciousness that created it ". Because of this, the Exopolitics paradigm entails a leap in consciousness from which to offer tools and resources that can help resolve many of the problems we are facing.

These, along with many other topics, will be presented in the European Exopolitics Summit 2009 at Barcelona, where the most convincing evidence on the extraterrestrial presence will be exposed and the implications and consequences of such a reality will be analized.

On February 13, 2009, President Obama released his first National Security Directive. Titled Presidential Policy Directive -1, it greatly expands the power of the National Security Council (NSC) to oversee all executive departments and agencies. The Directive introduces new members into top level NSC meetings including the Energy Secretary and the U.S. representative to the United Nations. Most significant is that Obama’s National Security Advisor, General James Jones (ret.), was given direct authority to develop and implement policy throughout the NSC system. Under previous Presidential administrations, a number of interagency committees were not chaired or controlled by the NSC. “Under Obama”, according to one Foreign Policy analyst, “the NSC chairs everything, though some committees can and will be cochaired.” Prior to his current appointment, General Jones was involved in a secretive Boeing Corporation effort to declassify antigravity technology for commercial application. Boeing’s declassification efforts were denied. Obama’s Directive now gives General Jones a second opportunity to have antigravity technology declassified for commercial development.

On March 3, Senate Judiciary Committee Chairman, Senator Patrick Leahy, held a hearing on creating a nonpartisan "commission of inquiry" to investigate wrongdoing during the eight years of the Bush administration. The proposed “Truth Commission” focuses on a number of areas since 9-11 where the Bush administration broke the law in the "war against terrorism". According to a statement released by Leahy, “Nothing has done more to damage America’s place in the world than the revelation that this Nation stretched the law and the bounds of executive power to authorize torture and cruel treatment.” Six expert witnesses spoke at the hearing on behalf of or against Leahy’s proposed Truth Commission which he believes will help restore America’s “moral leadership.” Leahy’s proposal needs to be expanded to investigate all wrong doing in the Bush administration. A Truth Commission with a broad mandate can expose many areas in addition to those pointed out by Leahy where laws were violated in classified programs. Getting witnesses to emerge to reveal these violations has the potential to expose many secrets, including unanswered questions about 9-11 and the facts behind the UFO phenomenon.

A petition launched by the office of Senator Patrick Leahy for “the establishment of a truth and reconciliation commission” gains steam as more call for an investigation into “the Bush-Cheney Administration's constitutional abuses.” Launched soon after Leahy first proposed his Truth Commission on February 9 at Georgetown University, the petition currently has over 70,000 signatures. It seeks the investigation of abuses that “include the use of torture, warrantless wiretapping, extraordinary rendition, and executive override of laws.” If the Senate Judiciary committee or the House Judiciary Committee decide to launch a Truth Commission, then the broad mandate described in the petition is necessary. A broad mandate can expose Bush administration abuses including suppression of UFO information.

In President Obama’s March 7 weekly address to the nation, he said that his administration is committed to reducing the budget deficit and cutting down on government waste. He outlined how he would achieve “$2 trillion in deficit reduction;” and, most importantly, end the way in which government contracts are awarded. With regard to government contracts, especially those involving “no-bid contracts,” Obama referred to his March 4 Presidential Memorandum on Government Contracting. The Memorandum signals Obama’s determination to cut down on wasteful government practices. In following through on his determination, President Obama better watch his back. Because he is challenging the most powerful vested interests in the U.S. – those behind black budget funding of highly classified projects that totally escape legislative oversight and media scrutiny.

U.S. Senator Patrick Leahy (D-Vermont) has moved forward with his truth and reconciliation commission to investigate abuses during the Bush-Cheney Administration, by extending these abuses in a public petition letter to include “the use of torture, warrantless wiretapping, extraordinary rendition, and executive override of laws”. By including the “executive override of law”, Leahy has potentially opened up in the scope of the truth and reconciliation to crimes against and abuses against the U.S. constitution by secret treaties between the executive branch of the U.S. government and specific extraterrestrial civilizations. Ironically, a truth and reconciliation commission on ET-treaty crimes and ET-derived technologies has been long sought after by exopolitical activists, whistleblowers, and if we are to believe long-time ET contactees like Jim Sparks, by the treaty-signing extraterrestrial civilizations themselves. Senator Leahy and his fellow members of the U.S. Senate Judiciary Committee may yet not be conscious of these ramifications because public discourse about extraterrestrials has been prohibited in the U.S. since the 1953 CIA Robertson Panel, which decreed that mainstream media coverage of extraterrestrials issue include ridicule and disparagement.

Kelly's analysis of George W. Bush's inaugural address of January 20, 2001 revealed analogous subconscious messages about war - the Iraq war, 2 years before the illegal invasion of Iraq. Today a select group of United Nations officials learn about war and peace from the perspective of life on an extraterrestrial mothership with much battle experience. It won’t however be real life extraterrestrial veterans imparting their knowledge of war and peace in space, but the creators and cast members from the popular TV series, Battlestar Galactica. The UN Department of Public Information (DPI) and the Sci Fi channel are co-hosting the event which will be moderated by Whoopi Goldberg. The event will feature explore “themes of importance to both the United Nations and Battlestar Galactica." These include: human rights; children and armed conflict; terrorism; and “reconciliation and dialogue among civilizations and faiths.” It is hoped that discussing themes in relation to the Sci Fi series which depicts extraterrestrial civilizations experiencing war and peace will give fresh perspectives on contemporary global problems.

A March 17, 2009 United Nations ‘Battlestar Galactica” forum failed to mention extraterrestrial civilizations on the 30th anniversary of a U.N. General Assembly decision on establishing an agency for unidentified flying objects (UFOs) and extraterrestrial life.

In an exclusive Examiner.com post-event interview, Juan Carlos Brandt, U.N. spokesperson for an invitation-only forum ‘Battlestar Galactica’ at the United Nations admitted that, “extraterrestrials were not mentioned at the Battlestar Galactica forum. Extraterrestrials were not brought up by anyone on the U.N. side, or on the audience side.”

About 100 New York City high school students were invited to attend the forum, held in the U.N.’s Economic and Social Council Chamber, and ask questions of moderator Whoopi Goldberg, actors Edward James Olmos and Mary McDonnell as well as representatives from the United Nations’ offices of the secretary general and high commissioner for human rights.

The omission of any mention of extraterrestrial civilizations is startling because Battlestar Galactica is about a extraterrestrial civilizations, and the year 2009 marks the 30th anniversary of United Nations General Assembly Decision 33/426, on the “establishment of an agency or a department of the United Nations for undertaking, co-coordinating and disseminating the results of research into unidentified flying objects (UFOs) and related phenomena.”

Prospects for the U.S. Congress launching inquiries into abuses by the Bush-Cheney administration have grown with a claim that Vice President Dick Cheney ran an assassination unit out of the Joint Special Operations Command (JSOC). Speaking at a conference at the University of Minnesota on March 10, respected journalist Seymour Hersh said that the JSOC unit, comprising special military forces personnel, reported directly to Cheney and operated without any kind of Congressional oversight. According to Hersh, even the Joint Chiefs of Staff and the Secretary of Defense were out of the loop on JSOC operations. In comments that set Washington abuzz, Hersh concluded:

It’s an executive assassination ring essentially, and it’s been going on and on and on.”

Hersh’s claims led to Congressman Dennis Kucinich on March 13 asking the Chair of a key House Committee to launch an investigation. Hersh's claims are also likely to boost efforts by Senator Patrick Leahy to create a Truth and Reconciliation Commission to investigate wrongdoing during the Bush-Cheney administration.

On March 12 a Whistleblower Protection Enhancement Act of 2009 was launched as a Bill in the U.S. House of Representatives that gives protection to whistleblowers working on national security issues and for federally funded contractors. Currently whistleblowers who disclose cases of abuse in the national security and corporate arenas have no legal protection against retaliation from their employers. The Whistleblower Protection Enhancement Act of 2009 would for the first time give protection to whistleblowers who disclose abuses in the national security and corporate arenas. A number of whistleblowers have come forward to disclose abuses concerning the willful suppression, manipulation and destruction of evidence concerning UFOs and extraterrestrial life by national security agencies covered by the proposed Act. If passed in its present form, the Whistleblower Protection Enhancement Act will make it easier for whistleblowers to come forward to reveal such abuses without retaliation. This may finally lead to disclosure of evidence concerning UFOs and extraterrestrial life.

President Obama’s National Security Advisor, General Jim Jones (USMC ret.) made a very curious comment at the 45th Munich Conference on Security Policy in Germany. He said:

Thank you for that wonderful tribute to Henry Kissinger yesterday. Congratulations. As the most recent National Security Advisor of the United States, I take my daily orders from Dr. Kissinger, filtered down through General Brent Scowcroft and Sandy Berger, who is also here.”

Jones’ comment appeared to be an unsuccessful attempt at dry humor – only a few in the audience actually laughed – in acknowledging Dr Henry Kissinger’s enormous influence in U.S. foreign policy which had been acknowledged a day earlier with a prestigious award. Many, however, immediately viewed Jones’ comment as an unguarded admission of who really is in charge of U.S. policy. Jones comment raises two serious questions. How much influence does Kissinger exert over the Obama administration and the policy making process? Furthermore, what influence does Kissinger have in influencing U.S. policy on UFOs and extraterrestrial life?

A report issued by the National Research Council (NRC) in January 2009 has warned of the far reaching consequences of a solar storm hitting the Earth as the sun becomes more active during solar cycle 24 which began in 2008 and peaks around 2012. A March 23 article in the New Scientist discussed the significance of the NRC report which details how a solar storm could wipe out the electrical power grid causing massive disruption in the U.S. and around the planet. The impact of the plasma energy directly bombarding the Earth during a solar storm could lead to electrical power stations being off line for weeks and months at a time, as overworked workers try to repair badly damaged electrical equipment ... Now is the right time for bold action to replace the outdated electrical power grid with a decentralized form of fuelless or 'new energy' generators that can be mass produced for homes, small businesses and essential services.

Former professor touts evidence at yearly Aztec event

AZTEC - Michael Salla dresses neatly. He wears crisp, white slacks with a simple white jacket worn over a crisp, purple collared shirt. He has a warm gaze, and his gray hair is combed nicely to one side - tinfoil hat conspicuously missing from his head.

The former political science professor at American University, who was in Aztec on Friday for the 12th annual Aztec UFO Symposium, isn't a stereotypical UFO theorist. Sitting straight-backed with his legs crossed, Salla takes a few seconds to consider each question and leans in when he begins his answers, in his smooth Australian accent.

"The popular image is that, for people who are interested in UFOs or extraterrestrials, it's like believing in Jesus or God - that it's somehow a matter of faith," he said. "But it's not. It's driven by evidence. It's driven by experience and a natural longing to learn about things that are mysterious."

Salla is the founder of the controversial "exopolitics" movement, which considers the possibility of alien encounters from a political perspective. He has a doctorate degree in political science from the University of Queensland in Australia and was considered in the late 1990s as working at the forefront of his former academic focus: conflict resolution.

He was asked to leave the faculty at American University after the publication of a Washington Post article that highlighted his work studying an alleged encounter in the 1950s between President Dwight Eisenhower and two aliens at a military base near Roswell, N.M.

Lately, he has spent his time being the voice of his movement, exopolitics, jetting between conferences and his Exopolitics Institute in Hawaii. The movement has a Durango chapter, run by Niara Isely, also a speaker at the Aztec conference.

Even though Salla draws ire for his view, he poses some questions: What country has the right to fire on a UFO? Can any one state speak for the human race?

"I'd like to get people to look at the public policy implications of the data," he said.

Brian Burke, a professor of psychology at Fort Lewis College, said he thinks there are often far more credible explanations for alien encounters, accounts of which, he said, have become increasingly common. He goes over various implanted memory experiments that have shown that not only are instances of false memory high, some people are more likely to get things wrong.

"Those who believe they are abductees may actually have more vulnerable and suggestible memory systems than other people, which may cast doubt on the veracity of their report in favor of an alternative explanation," he said.

The Aztec UFO Symposium continues from 9 a.m. to 6 p.m. today with guided tours of UFO crash sites, vendors and a series of lectures at the Aztec Senior/Community Center on Park Avenue in Aztec.

Yesterday a conference was held in the small town of Dulce, New Mexico to discuss evidence of an underground extraterrestrial base at the nearby Archuleta Mesa. Organized by Norio Hayakawa, a retired funeral director now living in Rio Rancho, New Mexico, The Dulce Base: Fact or Fiction Conference brought together local and outside speakers with knowledge of events at Dulce. The conference began at the Best Western Jicarilla Inn but the venue had to be changed to the local civic meeting room after the first session since not all the audience could fit inside. Approxiately 100 people came from as far away as Pennslyvannia and Hawaii to attend the conference. Hayakawa hoped to end speculation about the existence of an underground extraterrestrial base. Dulce Base Conference Ends With More Questions Than Answers

DULCE, NEW MEXICO – Close to 120 people showed up for the first “underground base” conference ever to be held in Dulce, New Mexico on Sunday, March 29.
The event made a rather tumultuous start at the Best Western Jicarilla Inn at 10 a.m.
By that time the entire bar lounge area began to be filled beyond capacity.

And by the time the first speaker (former Dulce ranch owner, Edmund Gomez) began his presentation, many people had to stand and wait in the adjacent restaurant area.
It was then that the Fire Department issued a warning saying that the conference must immediately be moved elsewhere.

Halfway through the speaker’s fascinating presentation, the Fire Department issued a stern second warning saying that the number of people inside the conference room far exceeded its capacity.
Panic then began to be felt by the event’s organizer, Norio Hayakawa of Rio Rancho.
Hotel employees frantically made phone calls to find out if there were any other locations available for the conference to go on.

It was then that Hoyt Velarde, former Dulce police officer and head of Public Safety Department, suggested to Hayakawa that the conference be moved to a civic hall inside a small shopping center across the street from the hotel.
With Velarde’s swift assistance in making the arrangement, and after a short intermission, the entire Dulce Base: Fact or Fiction? conference and public forum finally resumed and continued the rest of the day at the new location.

As an interesting side note, on Sunday morning when it was still dark outside, many guests at the Best Western Jicarilla Inn were awakened shortly before 6 a.m. by a thunderous roar of blades of helicopters above. Local residents nearby reported that there was a rare low flight of two military helicopters above Dulce.
In the afternoon session of the conference, two local residents also testified that they witnessed the military helicopters circling above Dulce and that they passed slowly above the hotel. They told Hayakawa that there are occasional appearances of military helicopters over the town but the flights were never as low as what they saw early Sunday morning.

As organizer and moderator of this conference, Hayakawa several times alluded to an allegation that the government, beginning in the early 1970s and lasting till the early 1980s, may have conducted clandestine operations in the area involving experiments with bovine diseases, anthrax and other substances as part of biological warfare research.

He also alluded to another allegation that there may also have been some illegal dumping or storage of toxic chemicals and other bio-hazardous materials in the nearby areas.

Hayakawa stated that he tends to support a theory that the government may have purposefully created some ‘convenient’ cover stories (underground alien base concept) to conceal those clandestine activities and may even have staged a series of fake ‘UFO-type’ incidents in the area, utilizing high tech equipment such as holographic projection devices.

However he also stated that he cannot deny any possibility that there may indeed be some unknown interdimensional phenomenon in the area which happens to be filled with fascinating cultural and spiritual beliefs of the Jicarilla Apache nation.

The speakers at the conference and their main points expressed were as follows:

Edmund Gomez, spokesman for the entire Gomez family who owned a large ranch in Dulce said that their ranch lost more than 17 cows during the height of cattle mutilations incidents and experienced substantial financial loss over the years. Gomez stated that gas masks were found near the mutilation sites and that specific cows were each tracked with phosphorescent markings a few days before the mutilations actually took place. He is convinced that this was done by the government and that no aliens were involved. He asserted that the government was conducting some type of germ warfare experiments. He concluded by stating that there is definitely a governmental underground facility there.

Hoyt Velarde, former Dulce police officer and head of Public Safety Department asserted that he has not located the base yet but it is an undeniable fact that there have been (and still are) many UFO sightings in the area. Velarde even suggested that he is willing to organize an escorted group expedition soon for the public to the top of the Archuleta Mesa if such a request is made in earnest. He surprised the attendees also by saying that another conference on this topic could even be held next time in the conference hall of the Police Department there. Hayakawa said that he may consider this offer.

Gabe Valdez, former New Mexico state patrol officer in charge of the Dulce area stated that he investigated numerous cattle mutilation cases in the Dulce area from the mid 1970s to the early 1980s. He declared that this has nothing to do with aliens but that there is something there that is too sensitive for discussion and refused to further divulge what that was.

Christopher O’ Brien, researcher of paranormal activities in the San Luis Valley of Southern Colorado asserted that Dulce may be a diversion for what is more importantly taking place in the San Luis Valley just north of northern New Mexico.

Dr.. Michael E. Salla, initiator of “exopolitics” and author of a book entitled EXPOSING U.S. GOVERNMENT POLICIES ON EXTRATERRESTRIAL LIFE expressed his belief that there is a joint US/alien underground bio-lab beneath the Archuleta Mesa and that this must be addressed as a serious human rights abuse issue.

Greg Bishop, author of PROJECT BETA, a book in which he describes in detail his investigations of the claims of an Albuquerque scientist by the name of Paul Bennewitz, said that Bennewitz was the initial source behind the rumors of the underground base in Dulce. Bishop asserted that Bennewitz was side tracked by an unofficial disinformation campaign to get him to look away from evidence of sensitive military projects going on in 1979 inside Kirtland Air Force Base in Albuquerque. However, Bishop surprised everyone when he said at the end that he is now beginning to doubt his initial doubt about Dulce and concluded that there could indeed be something there.

Gabe Julian, former Dulce police officer who worked under the late Raleigh Tafoya, former Dulce Police Chief described his encounters with three metallic, oval-shaped object hovering at a tree-top level at a ranch in Dulce. He described how he was dispatched to the ranch house of a woman who claimed that small people with strange boxes emitting light were harassing her. Initially skeptical of what his radio dispatcher told him, he drove over to the area and was shaken up when he witnessed those hovering objects there.

Dennis Balthaser, a well-known UFO researcher from Roswell, New Mexico expressed his conviction that there is a US/alien joint biological laboratory and base under the Archuleta Mesa.

Keith Ealy, a researcher with a fascinating interpretation of Dulce as being a space time portal for interdimensionals amazed the audience with his close-up satellite imagery of Dulce Elementary School building. He told the audience that the contours of the parking lot resemble an ancient stone scupture in Bolivia. He concluded that the Dulce area is filled with interdimentional phenomenon, a topic similarly shared by world famous researchers, Dr. Jacques Vallee and John Keel.

Also, the Albuquerque Journal had a front page story today (March 30) about the conference. The headline which appeared at the bottom of the front page was “UFO Hunters Debate Underground Base”. And on page 3 the headline for the continuing story was: “Secret Alien Base in N.M.?”

Tomorrow morning President Obama gives a speech in Prague outlining his plans for a nuclear weapons free world. Obama indicated his intentions in comments at Strasbourg, France: "Even with the Cold War now over, the spread of nuclear weapons or the theft of nuclear material could lead to the extermination of any city on the planet. And this weekend in Prague, I will lay out an agenda to seek the goal of a world without nuclear weapons." The last U.S. President to seek a nuclear weapons free world was President Ronald Reagan who proposed it to Mikhail Gorbachev in 1986. Reagan’s bold proposal quickly died with Soviet opposition to Reagan’s Strategic Defense Initiative. Obama’s intent to take steps towards a nuclear weapons free world has already been welcomed by many scientists, elder statesmen and national security organizations. If a select group of former military whistleblowers are to be believed, there are also others that will be happy to see the eradication of nuclear weapons - extraterrestrial occupants of UFOs.

Five former military personnel have come forward to reveal that they worked at the secretive Area 51 testing facility. While stationed at Area 51 they claimed they worked on top secret CIA and military projects including a supersonic jet that could travel at three times the speed of sound. The appearance and flight performance of the top secret OXCART program led it to being often mistaken as a UFO according to the whistleblowers. A Los Angeles Times article with their testimonies concluded that the UFO mystery has been solved. Before celebrating the solution of the UFO mystery, it’s worth considering some information that the LA Times article did not.
